Summary/Objective:

The Director of Behavioral Health Outpatient Services has a key leadership role responsible for the overall administration, operations, and clinical performance of all Outpatient locations, both current and future. Reporting to the Senior Director of Operations, the Director works collaboratively with the Director of Behavioral Health Urgent Care Services to ensure high-quality, integrated care delivery across the North Country region.

With a distinct focus on employee engagement, quality of service delivery, profitability, and regulatory compliance of all outpatient-based services, the Director serves as a key member of the Operations management team. Collaborating on organizational business issues, communicating appropriate messages, and supporting and driving corporate initiatives is essential. The Director oversees all activities of outpatient programs, providing leadership and direction, and acting as a positive role model. Additional focus includes clinical and programmatic oversight while prioritizing billing/reimbursement, staffing, certification, program development, budgeting, community networking, and special projects, as assigned. Through collaboration with leadership and administration, the Director will drive the development and execution of short- and long-term business plans and strategic goals for the Division.

Essential Functions (Job Duties):

The Director of Behavioral Health Outpatient Services will focus on the following job duties:

  1. Lead and oversee all operations of Behavioral Health Outpatient programs, ensuring effective, compliant, and financially sustainable services
  2. Executes business plans by assigning accountability to appropriate staff and/or providers, monitoring progress, making appropriate adjustments, and resolving barriers to solutions
  3. Continuously identifies ways to increase profitability – recommends and implements cost-effective strategies for department
  4. Continuously Identifies and implements strategies to enhance profitability, efficiency, and service expansion opportunities
  5. Monitor and respond promptly to client and staff concerns to ensure quality service delivery and satisfaction
  6. Evaluates workflow, data, and performance to inform decisions, maximize productivity/efficiency and ensure quality service
  7. Analyzes data reports and acts on significant trends affecting the overall effectiveness of the department
  8. Find opportunities to grow the business through increased referrals, new or increased services, regional expansion, or other revenue enhancing activities
  9. Build and support high-performing teams through clear and concise communications, coaching, professional development, and performance management
  10. Establishes targeted goals and growth plans for staff; monitors employee performance and conducts effective performance evaluation sessions
  11. Develops, implements and documents policies, procedures, and protocols that ensure compliance with all internal policies and external regulations
  12. Collaborate with internal and external stakeholders to enhance partnerships, referrals, and community presence
  13. Provides business justification for new and replacement positions and strives to hire and retain and highest quality staff
  14. Ensures excellent customer service levels as measures by patients, staff, and provider satisfaction surveys
  15. Ensures timely submission of reports, performance reviews, accounts payable documentation and other materials required to support effective department operations
  16. Participate in interdepartmental initiatives and represent the organization with external agencies and partners
  17. Over sees and works with the management team to ensure the provision of high-quality individual/family centered care and programming that is fiscally sound, and outcomes driven

Qualifications

Required Education and Experience:

  1. This role requires a bachelor’s degree in health and human services, social work/mental health, public health or related field with 6+ years of experience, 3+ of which is in a supervisory capacity.  Master’s degree is preferred.
  2. Experience with OMH, OASAS, OPWDD, and DOH regulations and programs are required.
