JOB SUMMARY

 

The Community Manager is responsible for the daily operations of an affordable housing community, ensuring full regulatory compliance, financial performance, and resident satisfaction. This role requires strong leadership, attention to detail, and the ability to manage site-level operations, including leasing, resident services, staff supervision, and vendor coordination.

This position is ideal for a highly organized, customer-focused leader who can balance administrative responsibilities with hands-on problem-solving.

ESSENTIAL FUNCTIONS

Perform the essential functions below in addition to any other functions needed and responsibilities that may be required.

Leasing & Compliance Administration

  • Manage compliance and regulatory screening processes to ensure all residents meet program requirements for the property/unit.
  • Ensure timely and accurate processing of move-ins, recertifications, and other resident compliance paperwork.
  • At all times, be prepared to report on property status as requested (i.e., vacancy, recertification status, etc.).
  • Maintain organized filing systems for residents, vendors, and maintenance.
  • Review, analyze, and prepare weekly and monthly compliance reports.

Financial Operations

  • Follow all accounting timelines for rent collection, resident delinquency management, bank deposits, and invoice processing.
  • Ensure all resident and vendor financial information is recorded accurately.
  • Ensure that all property supply purchases are within budget guidelines.
  • Review, analyze, and prepare weekly and monthly accounting reports.
  • Coordinate accounting corrections with Regional Manager, Property Accountant and others.

Facilities Oversight

  • Conduct and/or oversee annual unit inspections; coordinate appropriate maintenance strategies for non-compliant units.
  • Conduct and/or oversee regular vacant unit inspections.
  • Maintain inventory of office and maintenance supplies.
  • Supervise work of maintenance team and vendors.
  • Walk the property daily, report any life/safety issues or other hazards, manage any resident-related issues.
  • Ensure all preventative and safety maintenance inspections are completed timely.
  • Be available after hours for emergencies.

Tenant Relations & Resident Services

  • Deliver high-quality customer service to residents and vendors; ensure team maintains the same standard.
  • Process any reasonable accommodation/modification request, grievances, appeals, resident complaints, and similar resident issues.
  • Partner with Community Impact to coordinate resident meetings, community-building events, and enrichment activities.

Staff Supervision & Development

  • Supervise onsite maintenance and office staff.
  • Delegate operational tasks and follow up to ensure accountability.
  • Foster a positive and professional work environment through coaching and training.

Risk & Regulatory Compliance

  • Prepare formal incident reports for any personal injury or property damage incidents.
  • Manage workplace injuries and worker’s compensation reporting.
  • Maintain compliance with affordable housing programs, as applicable for the property.
  • Understand and enforce the rental agreement and all addenda including community policies.

Work Environment

The work environment is collaborative and dynamic, including occasional off-site meetings, training sessions, and travel opportunities that involve working directly with residents. Employees work in shared and private spaces that encourage teamwork and communication, facilitating strong relationships within the community.

PHYSICAL REQUIREMENTS

This role involves regular walking and light lifting of up to 25 lbs. for tasks such as moving supplies or conducting unit inspections. Employees should maintain physical fitness to handle these demands. The work schedule is full-time, with occasional evening or weekend responsibilities.

Qualifications

Required:

  • 3+ years of experience in affordable property management (LIHTC, HUD, or similar).
  • Strong understanding of leasing processes, rent collection, and compliance documentation.
  • Excellent customer service and conflict resolution skills.
  • Proficiency in Microsoft Office (Outlook, Excel, Word).
  • Proficiency in property management software (Yardi preferred).
  • Strong written and verbal communication skills.
  • Ability to work independently and manage multiple priorities.

Preferred:

  • COS, TCS, or

other affordable housing certifications.
