Clearance Level: NACI/T1

 

Responsibilities (including but not limited to):

The Senior FOIA Analyst/On-Site Lead will support the Office of Privacy and Open Government’s FOIA and privacy programs to reduce the FOIA request backlog by at least the 10 percent goal established by the Department of Justice and complete incoming requests within statutory time limits, to reduce the likelihood of increasing the backlog, as well as improve response times to Privacy Act requests. The Office of Privacy and Open Government’s privacy program is responsible for developing Departmental privacy policies and procedures, publishing Privacy Act system of records notices (SORNs), overseeing the operation of operating unit privacy programs (including the review of authorization packages for information systems that process personally identifiable information), managing and coordinating breach response activities, and reviewing and approving privacy impact assessments.

Qualifications

Required Qualifications:

• Two (2) years of project management experience, including overseeing a project team and facilitating coordination and assignment of resources. Previous experience with the management of day-to-day contract performance and personnel.

• One (1) year of experience interpreting and applying the Freedom of Information Act (FOIA), the

Privacy Act (PA) 1974, as amended, as well as related laws, regulations, policies, and procedures to render a determination to grant access to records as well as drafting responses and maintaining records for FOIA and PA requests; OR three (3) years of experience as a working paralegal.

• Experience with Microsoft Office software (Access, Word, Excel, PowerPoint, SharePoint, and Outlook) and Adobe Acrobat Pro.

• Education: Bachelor’s degree

• Strong verbal and written communication skills.

 

Desired Qualification:

• Five (5) years of project management experience, including overseeing a project team and facilitating coordination and assignment of resources. Previous experience with the management of day-to-day contract performance and personnel.

• Two (2) years of experience processing FOIA requests using automation such as eDiscovery

tools.

• Bachelor’s degree in one of the following fields or related studies:

i. Business Administration

ii. Computer/Data Science

iii. History

iv. Information/Data/Knowledge Management

v. International Affairs/Relations

vi. Law

vii. Library/Information Science

viii. Management Information Systems

ix. Paralegal Studies

x. Philosophy

xi. Public Administration

• Project Management Professional certification or an equivalent.
