JOB SUMMARY:

The AoA Title VI Program Director—this position will be responsible overseeing for preparing and serving meals, maintaining a clean and sanitary kitchen, purchasing and storage of supplies, meal delivery to homebound clients in accordance with the AoA Title VI and USDA program guidelines. In addition, the AoA Director performs advanced planning, research, consultative, technical and program administration services. Work involves operational support to the AoA in planning, developing, coordinating, monitoring and evaluating aging services, projects, programs and fiscal compliance. Other work involves assistance to the AoA staff in the day-to-day operations of the agency and serves as a liaison between the elderly and the resources, services and opportunities that assist them in maintaining their independence. Work also provides oversight of fiscal documentation, programmatic documentation, and reports to ensure state and federal rules, regulations, and requirements are met in a manner that supports both the Caddo Nation and Title VI policy and procedures and other auditing methods to ensure that the Caddo Nation AoA Program complies. Works under minimal supervision with considerable latitude for the use of initiative and Independent judgment.

 

DUTIES AND RESPONSIBILITIES:

  • Manages the day-to-day operations of the AoA with a focus on fiscal and programmatic reporting to comply with state and federal rules, regulations and requirements to meet Performance standards.
  • Oversees in the development, implementation and maintenance of new and/or continuing projects that serve older individuals in the area.
  • Develops and administers budgets, annual plans and performance reports and maintains the financial responsibilities of purchase orders, requisitions, vouchers, debit cards and receipts according to financial policies.
  • Maintains the system of computerized agency program/fiscal performance reports as specified by state and/or federal law and complies appropriate data and completes necessary reports for al services provided through the Area Agency on Aging
  • Compiles and analyzes statistical data related to program performance of AoA staff and service providers and maintains records and files in accordance with applicable rules, regulations, policies and procedures in a manner that supports state and federal requirements.
  • Maintains confidentiality in accordance with the client information system;
  • Assists in conducting advisory council meetings and activities.
  • Conducts vendor application/enrollment process including monitoring of application accuracy, completeness, and appropriateness of unit rates, etc.
  • Negotiates contract renewals and amendments, including appropriate unit rates for AoA services in compliance with state and federal regulations and serves as the AoA liaison to regional vendors and contracts, and
  • Interprets policies, rules or regulations and provides guidance to staff and service providers in relation to contract administration policies and procedures.
  • Assist in planning monthly menus & prepares meals according to AoA/USDA requirements with minimal waste and works from written menus & recipes for a varying number of people.
  • Ensures staff operates standard cooking equipment & utensils for quantity food preparation, and maintains all appliances in a clean, safe, and good working condition
  • Purchase and inventory of food within budgetary and meal requirements.
  • Receives and properly stores food & supply items at the site.
  • Ensures the clean-up of the kitchen and dining areas after each meal service maintaining safety & sanitation standards at the site according to program guidelines.
  • When necessary, will deliver meals to certified homebound Elders.
  • Completes required daily, weekly. and monthly reports regarding menus, number of meals served, money collected, and supportive services performed.
  • Distribution & collection of eligibility paperwork for congregate & home bound meal service and annual needs assessment survey;
  • Work independently and make decisions concerning minor problems that may occur at the site.
  • Exercise good judgment, courtesy & tactfulness in dealing with co-workers, Elders and community.
  • Respond positively & constructively to common inquiries and complaints.
  • Attend training, perform related work and supportive services as required to meet the Title Vi and standards and regulations.

Qualifications

QUALIFICATIONS:

  • Must have knowledge of local, state and federal laws and regulations relevant to program area
  • Must understand the aging process and its impact on the older adult population. as well as a willingness to assist in the prevention and solution of problems and awareness of aging services.
  • Must have the skill/ability to: organize and maintain computer data and reports; demonstrate proficiency in both oral and written communication; prepare reports, statements, vendor agreements, and correspondence in a neat, accurate and legible manner.
  • Establish and maintain effective working relationships with personnel of all programs within the AOA and Other Caddo Nation Programs.
  • Demonstrate ability to relate to the elderly and their families; analyze and evaluate aging services programs and activities.
  • Should be able to work independently: and demonstrate a high level of organization ability.
  • Must possess a valid Driver's License and reliable transportation.
  • High school diploma or GED and at least four years of progressively responsible experience in the field of aging, nursing, social work or other human services; or a degree in public administration, gerontology, sociology. social work or a related field or at least two years of progressively responsible experience in the field of aging, nursing, social work or other human services:
  • Or any equivalent combination of experience and training which provides the required knowledge. skills and abilities to handle the responsibility of AoA Director,
  • Possess or be able to obtain Food Handlers certification.
  • Able to use a calculator & solve basic math calculation.
  • Willing to occasionally travel for training/technical assistance:
  • Basic computer literacy.
  • Experience involving group food preparations or vocational training is desired.
