Description

For MassHealth members who apply to Stavros for the PCA Services through MassHealth the Skill Trainer will provide the following services:  Assessment, Orientation and Skills Training.  To educate and assist individuals with disabilities to acquire and maintain personal assistant services so that they will be able to effectively manage their own PCA programs and live independently. In addition, to monitor the progress in acquiring and maintaining personal care assistant services.

Requirements

  • To remain informed about State and Federal regulatory changes in policy and procedures as they are related to the Personal Assistant Services through readings and meetings assigned by the Director of Skills Trainers and Skills Trainer Coordinator.
  • To review the performance of PCA consumer and/or surrogates to ensure that they are administering the Program in compliance with the MassHealth PCA program regulations and ensuring that the participant has maximum control over their programs.
  • To identify additional needs of Consumer that help maximizes their independents; including but not limited to transportation, housing, communication needs, social/recreational, advocacy, assistance equipment, and MassHealth (Medicaid) eligibility and to report these to the Skills Trainer Coordinator.
  • To be knowledgeable about the services provided by Stavros; to represent Stavros in a professional manner; to be aware of the independent living philosophy and encourage and foster others; to take/keep control of their lives.

Performance Requirements

  • Provide an Orientation and training to the PCA Program to each Consumer that has been determined meets the eligibility requirements of the PCA Program within time allowed by contract of the referral request. Such an orientation must include, at minimum, a description of the Consumer’s rights and responsibilities and the rules, regulation, and policies governing the PCA Program, including but not limited to the Consumer’s responsibility to use PCA Services as authorized by the Division of Medical Assistance.
  • To submit all appropriate documentation on timely basis necessary for the services and following up with their status as directed by Skills Trainer Coordinator.
  • To be responsive to consumer’s regarding their status and subsequent needs in order to successfully maintain their PCA program.
  • Identify if additional services are beneficial to the consumer and make appropriate referrals – internal and external.
  • To be knowledgeable of the Rules, Policies and Procedure, governing Stavros, CIL and PCA Program subsequent review these with supervisor and/or consumers and act accordingly.
  • To attend all trainings and meetings as directed by Skills Trainer Coordinator and Director of Skill Trainer.
  • To educate member and/or their surrogate required functional skills in accordance with MassHealth’s PCA program regulations assigned by your supervisor, in response to requests from Fiscal Intermediary, DMA, consumer or internal referral in timely manner.
  • Monitor the Consumer Service Agreement including consumer assessment, functional skill trainer schedule and backup pca list for consumers on a quarterly basis during the first year of approved PCA services and yearly after the first year of approval.  Review and modify the Consumer Service Agreement with the consumer and surrogate as appropriate.
  • Monitor, review and update the Consumer Service Agreement including surrogate agreement for consumers with surrogates on a quarterly basis to ensure that no significant changes are affecting the use of PCA Services and to maintain an updated Service Plan.
  • Enter data and submit paperwork as directed.
  • Any other duties as assigned by the supervisor that it is consistent with the policies and regulations of Stavros.

QUALIFICATIONS

You must have excellent communication and paperwork skills, and be well organized; self motivated and have reliable transportation.  A familiarity/experience with disabilities will be helpful.
