Position Summary:   

The EMS Assistant Chief of Operations works under the direction of the EMS Director and EMS Deputy Chief.  The EMS Assistant Chief of Operations is responsible for: 

  • Day to day oversight and management of EMS operations, including fleet and equipment management programs and administrative duties as assigned;  
  • Direct operational oversight and observation in the provision of emergency medical care in the field;   
  •  The identification of individual and system-wide training needs and the education and/or remediation required to improve the quality of clinical services;   
  • Working closely with EMS Director and Deputy Chief, Medical Director, Shift Lieutenants and field personnel to monitor daily departmental / system activity; 
  • Providing clinical support as needed to meet department volume and acuity;   
  • Ensuring department field providers are meeting established KPI’s, competencies, quality metrics and other established operational expectations; and   
  • Coordinating and overseeing department Field Training and Education Program.   

The EMS Assistant Chief of Operations must provide strategic supportive leadership and strong collaborative management skills to support and ensure the success of the following programs:   

  • The efficient delivery of quality emergency and non-emergency medical services to the community; 
  • The continued development and implementation of a critical care program tailored to meet regional needs; 
  • The development and implementation of a community based mobile integrated healthcare/paramedicine outreach program that evolves with the unique requirements of the community; 
  • The seamless integration of the EMS department and its programs into the organization’s goal of delivering exceptional patient care and customer service in a fiscally responsible manner; 
  • The strategic growth of the department, capitalizing on the internal strengths of its members and programs; and 
  • Future initiatives to expand service capability, infrastructure, and viability. 

This is an exempt, supervisory position with a work schedule of a minimum 40 hours per week, requiring weekends, holidays, and on-call hours. 

 

Qualifications: 

  • Colorado Paramedic certification required; Colorado Critical Care Endorsement or RN preferred. 
  • National Registry Paramedic certification. 
  • Current AHA BLS, ACLS, and PALS certifications. 
  • ICS 100, 200, 300, 400, 700, and 800 (or ability to obtain within 12 months). 
  • Minimum of 5 years of progressive EMS experience, including supervisory or leadership roles. 
  • Excellent communication, leadership, and problem-solving skills. 
  • Valid driver’s license with an acceptable driving record.

Qualifications

  • Base Compensation Range: $69,160.00 - $106,912.00 annual salary (exempt), based on years of relevant experience. "Relevant experience" means relevant to the employee's responsibilities set forth in the job description as determined by the HR Manager, CAO, applicable department manager/director and applicable senior leader.

Departmental Operations:

Adheres to the EMS departmental and PSMC organizational chain of command.

 

Functions under ICS command structure during incidents.

Facilitates clear communication and direction through the chain of command, including lateral level positions.

Assists in the management and administration of daily field operations of the EMS Department.

Assists with department fiscal responsibility, quality assurance, education, supply and equipment management, fleet management, protocol management, field training oversight, and personnel management.

Monitors the EMS system status and manages and deploys assets as needed in conjunction with Shift Lieutenants.

Assists with coordinating response to requests for 911 response, interfacility transfers, air service assistance, SAR missions, partner agency support and assistance, standby services, and community outreach and public relations.

Provides logistical support to EMS personnel within the facility and on EMS calls for service.

Assists with PSMC EMS Administrator on-call functions.

Provides EMS field operations as needed, at a minimum, Paramedic level.

Participates in the planning and implementation of any special operations or special events.

Coordinates and leads departmental monthly staff meetings.

Monitors and ensures adequate supplies and equipment required to complete the mission of EMS.

Participates in community relations and liaison functions and events.

Develops, maintains, and strengthens District and partner agency relationships.

Establishes/leads and participates in various departmental committees as assigned.

Assists with monitoring, reporting, and facilitating repairs and improvements of EMS facility.

Assists with education in the EMS Training Center.

Coordinates and leads field training evaluations and meetings.

Prepares reports, charts, and graphs relating to the effectiveness and efficiency of the PSMC EMS system and training program.

Supports and provides excellent patient care, safe operations, outstanding customer service and satisfaction.

Collects and evaluates operational performance data to ensure overall quality and effectiveness of the department.

Stays informed of current advances in EMS patient care, operations, equipment, and services.

Supports initiatives to improve patient care and program performance through effective communication, collaboration, and interdisciplinary problem solving.

Works collaboratively with the Program Medical Director to ensure adherence to the clinical aspects of patient care policies, procedures, and protocols.

Assists with facilitating investigations involving EMS personnel to appropriately report and address accidents, complaints, injuries, exposures until adequate resolution is reached in a timely manner.

Supports and assists with managing a QA/QI program that monitors and manages key performance indicators.

Understands the National Incident Management System and how to integrate EMS into large scale training exercises and real life incidents with knowledge of local, regional, and state mass casualty and disaster plans.

Maintains an active role in promoting the EMS department and is a strong advocate for the overall EMS industry through participation in local and regional events, committees, and collaborative efforts.

Assists in grant processes as required.
