JOB TITLE: Substance Use Disorder Practice Manager and Licensed Alcohol and Drug Counselor

GENERAL SUMMARY OF DUTIES:
The SUD Practice Manager and LADC provides both clinical care and operational leadership for the substance use disorder program. This role ensures delivery of evidence-based services, supports day-to-day program operations, supervises team members, and maintains compliance with applicable regulations and best practices. The position is 50% program management and 50% clinical counseling.
SUPERVISION RECEIVED: Reports to the MSHC Chief Operating Officer.
SUPERVISION EXERCISED: Supervises recovery support staff.
ESSENTIAL FUNCTIONS:
Program Management & Leadership (50%):
- Oversee day-to-day operations of the SUD program at the community-based site.
- Develop and implement program policies and procedures grounded in evidence-based practices; ensure alignment with state and federal regulations, professional standards, and best-practice guidelines for substance use disorder treatment.
- Supervise and support recovery support staff and volunteers, including performance reviews, team development, and training.
- Ensure compliance with all applicable local, state, and federal regulations, including documentation and billing standards.
- Collaborate with behavioral health, medical, and dental teams to ensure coordinated care across disciplines.
- Monitor program metrics, patient outcomes, and caseloads; prepare reports for leadership and funding agencies as needed.
- Develop and oversee the implementation of programmatic offerings available as part of the recovery program, including Intensive Outpatient Program (IOP), group recovery and relapse prevention meetings as demand warrants.
- Other duties as deemed necessary.
Clinical Responsibilities (50%):
- Provide individual and group counseling to patients with substance use disorders using evidence-based modalities (e.g., CBT, MI, trauma-informed care).
- Conduct comprehensive SUD assessments and develop individualized treatment plans.
- Facilitate referrals to higher levels of care when appropriate and support re-entry and recovery planning.
- Coordinate care with primary care providers, behavioral health clinicians, and community-based organizations.
- Maintain accurate, timely documentation in the electronic health record system.
- Participate in regular case review and clinical supervision activities.
The jobholder must demonstrate current competencies applicable to the job position.
EDUCATION: Master’s degree in counseling, social work, or a related field.
EXPERIENCE: Minimum 3 years of experience providing SUD services. At least 1 year of experience in a supervisory or management role. Demonstrated knowledge of evidence-based treatment practices and integrated care models. Strong organizational, communication, and leadership skills. Commitment to culturally competent, patient-centered care in a community health setting. Experience in a community-based healthcare environment and familiarity with Medicaid and grant-funded programs preferred.
LICENSE/CERTIFICATIONS: Active New Hampshire Alcohol and Drug Counselor (LADC) license in good standing required, licensed M-LADC preferred.
KNOWLEDGE and ABILITIES:
Knowledge of:
- Evidence-based practices for the treatment of substance use disorders (e.g., Motivational Interviewing, CBT, MAT).
- Principles of trauma-informed care and integrated behavioral health models.
- State and federal regulations related to SUD treatment, confidentiality (42 CFR Part 2), and clinical documentation.
- Clinical supervision, team leadership, and program operations in a healthcare or behavioral health setting.
- Electronic Health Records (EHR) and data collection/reporting requirements for compliance and quality improvement.
- Local, state, and federal resources for individuals with substance use disorders, including referral systems and support services.
Ability to:
- Deliver patient-centered counseling and care planning for individuals with substance use and co-occurring disorders.
- Effectively manage a team, delegate responsibilities, and support professional development.
- Develop and implement policies and procedures aligned with regulatory standards and clinical best practices.
- Collaborate across departments to coordinate care and support integrated service delivery.
- Prioritize tasks and manage multiple responsibilities in a dynamic clinical environment.
- Communicate clearly and professionally with patients, staff, community partners, and regulatory bodies.
- Maintain confidentiality, professional boundaries, and ethical standards in all aspects of work.
PHYSICAL/MENTAL DEMANDS: Work may require hand dexterity for office machine operation, stooping and bending to files and supplies, mobility to complete errands or deliveries, or sitting for extended periods of time. Occasionally lifts and carries items weighing up to 50 pounds. Requires corrected vision and hearing to normal range. Requires manual and finger dexterity; for things such as typing, using calculator, and eye-hand coordination.
Requires the ability to plan and perform complex work that involves new or constantly changing problems where there is little accepted method or procedure. Involves participation in the formulation and carrying out of policies, objectives and programs for major divisions or functions. Considerable ingenuity and exceptional judgment required to deal with factors not easily evaluated, interpret results and make decisions carrying a great deal of responsibility.
ENVIRONMENTAL/WORKING CONDITIONS: Work is performed in an office and community-based environments. Involves frequent contact with patients. Work may be stressful at times. Interaction with others is constant and interruptive. Contact involves working with those in recovery or seeking recovery.
