Job Summary

The AOCC is a collaborative environment where terminal, airside, safety & security related operational communications and coordination is provided during regular, irregular and/or emergency conditions. The AOCC ensures situational awareness is sustained for airport operations, maintenance, airport police, fire/rescue personnel, tenants, airlines, federal agencies, various departments and leadership throughout the airport, and the public.Under the supervision of the Emergency Preparedness Manager, the AOCC Administrator will be assigned duties relating to the administrative and operational functions of the Airport Operations Control Center (AOCC), Airport Emergency Operations Center, and the Safety Management System (SMS).

Essential Functions- AOCC

  • Update and maintain policies, procedures, and other documentation related to the AOCC (e.g., Standard Operating Procedures, Training Manuals, and Job Reference Guides).
  • Serve as the recipient of public record requests and process requests in accordance with public record policies.
  • Maintain training records, oversee the Dispatcher and AOCC Specialist promotion program, and monitor/ensure the renewal of Telecommunicator certifications.
  • Manage the AOCC Quality Assurance Program.
  • Monitor the status of the equipment inside the AOCC. When issues are detected, acts as the liaison between the AOCC and IT to ensure issues are rectified.

Essential Functions- Emergency Preparedness

  • Assist in coordinating emergency management activities, including building/facilitating tabletop exercises and full-scale exercises in accordance with 14 CFR 139.325.
  • When activated, participate in the Airport Emergency Operations Center.
  • In the absence of the Emergency Preparedness Manager, represents him/her during emergency events.

Essential Functions- SMS

  • Assist in the development and implementation of the SMS at JAX in accordance with 14 CFR 139.403B.
  • Triage, disseminate and track SMS hazard reports and maintain records in accordance with the FAA approved SMS Manual.
  • Participate on Safety Risk Management panels and participate in working groups related to airfield and ramp safety.

Qualifications

Knowledge, Skills & Abilities

  • Knowledge of FAA regulations, especially Federal Aviation Regulation (FAR) Part 139, 77, and Code of Federal Regulation (CFR) 1452 and 1544.
  • Knowledge of airside operations, including daily inspections, field condition reporting, irregular operations, and response to aircraft emergencies.
  • Ability to interact effectively with the public and external stakeholders and to provide and maintain effective, positive, and productive working relationships.
  • Knowledge of the principles and practices of general and specific office procedures. Ability to communicate effectively both orally and in writing.
  • Must be proficient in the use of computer software, including Microsoft Word, Excel, and Power Point.
  • Must maintain professionalism and diplomacy while interacting with JAA management, the public, and internal and external airport community stakeholders.
  • Must be able to conduct presentations and platform instruction.
  • Must be able to work routine office hours, but also be available and prepared to respond to any emergency, disaster, or potential emergency seven days a week, 24 hours a day unless previously arranged otherwise.

Minimum Required Education & Experience

  • A bachelor’s degree from an accredited university in Aviation Management, Business Administration, Public Administration, or a closely related field.
  • One (1) year of experience working at a commercial service airport with primary duties associated with the compliance of Part 139, including performing airfield inspections.

Licenses & Certifications

  • Must possess and maintain a valid driver’s license, adhere to Florida’s traffic laws and requirements while safely operating a personal or JAA motor vehicle.
  • Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge with Escort Privileges and Ramp Driving certifications.

Physical Demands

The ability to walk, sit and stand for extended periods. The ability to lift and carry up to 20 pounds.
