Position Overview:
First-line supervision, planning, and assigning the activities of personnel on a shift who are engaged in patrol duty, or administrative duties. Responsible for developing training programs and developing police officers, making decisions regarding actions to be taken and exercising independent judgment in the application of laws and ordinances.
Department Specific Essential Job Functions:
This position is deemed mission essential. In case of inclement weather or other emergency situations, the incumbent is expected to report to work as directed. Must perform the following duties and responsibilities with minimal, and at times, no supervision. These activities are representative of the variety of work skills necessary to succeed in this position. This list is not all inclusive. Supervises police staff in the preparation of police records, reviewing them for accuracy and completeness. Conducts daily, weekly, and monthly inspections of subordinate staff. Conducts annual Individual Performance Plans (evaluations) for all assigned subordinate staff inclusive of annual planning documentation, periodic performance reviews and annual rankings utilizing the designated system in use by the university. Facilitates equipment acquisition and replacement for subordinate staff. Facilitates training requests for subordinate staff. Maintains appropriate records of performance, training, etc. related to subordinate staff. Serves as a training officer for both in-service training programs as well as new officers, inclusive of acting as a Field Training Officer. Manages work activity for self and subordinates in a manner consistent with university and department policies and procedures and applicable laws. Must have considerable and up-to-date knowledge of all university and department policies and procedures. May perform specialized assignments including, but not limited to, short or long-term appointment as lead criminal investigator or crime prevention/community policing coordinator. Expresses ideas clearly and concisely both orally and in writing. Encourages and leads by example regarding compliance with university safety rules, guidelines, and training requirements. Places the safety of self, subordinates and members of the public as the highest priority. As a servant leader, displays a strong work ethic in regard to work schedules, daily work production, quality or work produced, etc. Can expect to work hours outside the normal business day including evenings, nights, weekends and holidays with regularity.
Appears in federal, county, and municipal court to present testimony about criminal charges he/she has prepared. Appears before university disciplinary hearing boards about violations of the Student Code of Conduct investigated and prepared by the incumbent. Apprehends criminal defendants and prepares case reports, records, and affidavits. Completes thorough and high-quality written documentation in all cases. Performs moderately complex analysis of information from reports, other officers, external sources to identify trends and associations with criminal activity. Supervises other personnel during criminal investigations, coordinates witness identification and interviews, crime scene searches, evidence collection, case documentation and other activities associated with these actions. Skilled in photographing crime scenes and evidence using departmental equipment and ensuring the proper documentation and storage of electronic media. Skilled in identifying, lifting, photographing, preserving and documenting latent fingerprints, footprints, blood or other human materials, tire impressions, etc. Ensures that appropriate legal standards are met, and correct criminal procedures are followed in all aspects of investigation of criminal activity or violations of university/department policy. As assigned, investigates complaints from other employees or members of the public against subordinate members of department in a manner that is legal, respectful, objective and in compliance with university and department policies and procedures. Supervises subordinate employees inclusive of performance counseling, both positive and negative as well as all aspects of Individual Performance Plans. Capable of lawfully and competently using varying investigative techniques including use of video cameras, still photography, internet research, police-only resource database (NCIC, etc.), other forms of electronic surveillance, etc.
Prepares accurate and technical (legally) correct affidavits, working closely with the District Attorney's Office, City Attorney and other agencies to ensure the accuracy of criminal cases to be presented in court. Assists other agencies as requested and exercises initiative and discretion in making decisions regarding use of departmental resources associated with such requests. Capable of performing strenuous physical activity inclusive of carrying another person to safety, running long distances to apprehend fleeing criminals and using strength and learned skills to maintain control over arrestees or unruly persons. Routinely demonstrated the ability to make independent, complex decisions simultaneously exercising personal initiative and good judgment in processing unusual and sensitive employee misconduct inquires. Creates and executes crime prevention activities inclusive of presentations to members of the public, security surveys, or other associated activities. Creates and implements special event security activities inclusive of personnel and equipment resource management, documentation, etc.
Functions as a shift or special event supervisor working in a uniformed or plain clothes capacity as may be appropriate. Responsible as a shift supervisor for the fair and reasonable scheduling of subordinate employees as well as self. Coordinates shift activity and oversees work distribution among on-duty employees to ensure fairness, competency and to maximize the department's success through proper utilization of staff. Must lead by example in all areas of daily work inclusive of conducting self in a legal and ethical manner. Must ensure that self and subordinates have equipment, uniforms, and other materials necessary to perform assigned duties and that all uniforms and equipment are maintained appropriately. Performs other related duties as assigned.
Experience Required:
Bachelor's degree and 2+ years successful experience as a police officer with the university or equivalent combination of education and experience or 5 years of experience at another agency, including 2 years supervisory experience at another campus or municipal police agency. Must be a certified police officer in the state of Oklahoma. Must be a citizen of the United States. Must successfully pass a written examination, review by an oral board, physical examination, polygraph examination, extensive background investigation, MMPI, and physical agility test. Required to maintain valid Oklahoma driver's license and the ability to operate a patrol vehicle in routine and emergency situations. Annually qualify with issued duty handgun and departmental shotgun.
Experience Preferred:
Bachelor's Degree from an accredited university or college or equivalent combination of education and experience. Two years of successful experience as a police officer with the university or have five years of experience, including two years supervisory experience, at another campus or municipal police agency. Must be certified police officer in the state of Oklahoma or meet the qualifications in title 70 of Oklahoma Statutes. Strongly Preferred: Master's degree.
Knowledge/Skills/Abilities:
Must have verbal, written, and human relations skills. Must speak, read, and write English fluently and with a high level of proficiency. Proficient use of computer workstations, laptop computers and software inclusive of the department's policy database program, e-mail programs, Microsoft Word, PowerPoint, Excel, Internet Explorer and others as may be appropriate. Must be capable of operating a telephone fax machine, copier, alarm network computers, fire alarm sending and receiving equipment and other devices as may be appropriate. Ability to qualify with firearms as required by department policy. Ability to design, implement and/or execute training programs for new and current policy officers. Must be capable of performing at a level more complex than his/her subordinates, offer professional advice, provide guidance, make recommendations and issue direct orders in both singularly and simultaneously occurring, complex and highly stressful life-threatening events. Ability to remain calm demeanor while under severe stress including ability to make sound decisions during life threatening situations including use of force. Exercise human relation skills toward maintaining effective relationships with co-workers and others. Must be able to operate a motor vehicle safely in all conditions and exercise judgment regarding vehicle use to ensure safety of all persons.
