Primary Function

The Project Manager (PM) primary responsibilities encompass the thorough and accurate execution and oversight of compliance projects for Raba Kistner, Inc.’s Compliance Division.  This includes development and oversight of permits and plans related to air, stormwater, wastewater, waste, and hazardous materials (Tier II, TRI reporting). In addition, the PM will be responsible for executing and managing multi-media environmental audits at a variety of industrial facilities.  The position will require proactive project management; managing workloads, schedules, and budgets; and providing excellent customer service to internal/external clients and agencies. The PM role requires extensive coordination with peer groups.

Employee shall have the following minimum duties and responsibilities:

  • Manage execution of assigned Service Line projects to meet client and project financial performance expectations.
  • Review project performance on a recurring basis and initiate corrective actions as needed.
  • Manage project(s) billing and accounts receivable activities supported by the Finance and Administration department.
  • Closely monitor project budgets and take early action to avoid budget exceedances.
  • Closely monitor project schedules and communicate with Direct Report and client early to discuss any schedule conflicts and resolutions.
  • Manage and/or Prepare Service Line proposals and qualifications statements including direct involvement in scope of work, level of effort and cost build-up as required.
  • Manage activities of project execution including day-to-day task management, project budget, schedule compliance, and technical peer review of client deliverables.
  • Grow client revenue organically by identify potential business opportunities during and outside of active project activities.
  • Establish and/or maintain positive close relationships with Service Line clients.
  • Participate in monitoring the Service Line, including QA/QC protocols, to ensure it is in substantial compliance with generally accepted practices and Raba Kistner’s Quality Management System.
  • Assist and support in Service Line workload and financial forecasting and planning as needed. 
  • Actively seek and identify potential business opportunities during and outside of active project activities and evaluate for pursuit in discussion with Direct Report.
  • Actively monitor regulatory changes related to practice areas, and communicate changes and implications to the team.
  • Identify and evaluate potential subcontractors, as needed, and, if they are selected, oversee their work.
  • Perform other duties as assigned.

Employees shall possess the following minimum qualifications:

  • A four-year degree in Environmental Science, Biology, Geology, or a closely related field.
  • Minimum 3-5 years of applicable experience.
  • Direct experience in the preparation of compliance permits and plans, including, but not limited to: SWPPPs, SPCC Plans, air permit applications (PBR, NSR, Title V), hazardous waste registration and reporting, Tier II reporting, TRI reporting, and other environmental compliance reports/applications. 
  • Direct experience in the execution of multi-media environmental audits. Lead auditor experience preferred.
  • HAZWOPER certification or other environmental certification preferred.
  • Demonstrated ability to:
    • Manage all aspects of large projects and projects simultaneously.
    • Manage project resources, costs, schedule, performance, and quality.
    • Manage teams both internal and external/contractors.
  • Excellent oral communication skills to interact with clients and staff successfully.   
  • Excellent written communication skills for preparing proposals, reports, and other technical documents. 
  • Excellent organizational skills to utilize firm’s resources efficiently and effectively. 
  • Technical and business management skills to monitor and evaluate progress of multiple projects simultaneously. 
  • Proficiency in Microsoft Office programs (Word, Excel, PowerPoint), Google Earth, and other software.
  • Present a professional appearance to best represent the firm.
  • Possess valid Texas driver’s license and meet firm’s automobile insurability requirements.

  • While performing the duties of this job, the employee is regularly performing work outside in all types of weather conditions. Work responsibilities require out of town travel to Raba Kistner offices, client offices and project locations. The employee must have the ability to maneuver over rough and uneven terrain and/or slippery surfaces.
  • While performing the duties of this job, the employee is occasionally exposed to moving mechanical parts; high, precarious places; fumes or airborne particles; toxic or caustic chemicals; radiant and electrical energy; and vibration.
