Title: Program Director, Emergency Operations

Department: Zero Waste & Emergency Operations

Reports to: Senior Director of Zero Waste & Emergency Operations

FLSA Status: Full-Time / Exempt

Closing: Open until filled

Compensation: $75,000 - $95,000 annual salary (depending on experience)

Location: 1560 Berger Drive, San Jose, CA 95112 

Schedule: Monday through Friday, 10:00 AM to 6:30 PM, on call as needed (schedule may vary)

 

Position Summary:

 

The Program Director is responsible for managing the San Jose Conservation Corps’ (SJCC) emergency response operations which involves job training, grant and contract management, partnership management, and achievement of emergency operations. 

 

Currently, SJCC’s emergency operations are focused on community needs arising from the Coronavirus Pandemic, including food and housing insecurity. On a daily basis, more than 100 staff and corpsmembers are deployed to the food bank and emergency shelters to support critical operations. These sites are managed in close partnership with our partners, including the City of San Jose, County of Santa Clara, HomeFirst, LifeMoves, and Second Harvest of Silicon Valley. 

 

SJCC’s emergency response to the Coronavirus Pandemic is evolving and based on the real-time needs of local jurisdictions. As contracts evolve in the near- and longer-term, the portfolio of projects and operations overseen by this Program Director will change. 

 

Job Duties: 

Leadership & Operations Management

  • Manages the overall operation of emergency management contracts to achieve partner goals. 

  • Ensures a high level of professionalism and partner / customer service.

  • Coordinates all billing and contracts with the Accounting & Finance Department.

  • Ensures compliance with all state and local health, safety, work and facilities requirements.

  • Helps lead the rollout and implementation of expanded contract scopes and new projects.

  • Directs daily operations. 

Contract & Partnership Management

  • Maintains regular communication and deepens collaborative relationships with critical contract partners, including state and local government agencies. 

  • Assists the Development Department in providing information for program recognition, evaluation, and future grants. 

  • Evaluates programs, tracks and documents results. Monitors and modifies programs to ensure they are completed within approved budgets. Prepares written evaluations on program accomplishments as required by the funding source.

Certification and Training Program

  • In close collaboration with all Departments, oversee the implementation of an updated corpsmembers development strategy.

  • Support the development of program standards and implement training and certification programs that prepare corpsmember-trainees for workforce integration.

  • Coordinate with SJCC career, college and case management counselors to assure corpsmembers have access to all services available.

  • Ensure supervisors are equipped and appropriately trained to lead corpsmembers development activities and engage in emergency operations. 

  • Regularly recognize corpsmembers achievements and progress toward goals. 

HR Liaison

  • Act as the unit’s primary liaison with human resources. 

  • Work with HR to make appropriate accommodations for corpsmembers working in emergency operations.

  • Track and resolve disciplinary issues among corpsmembers and ensure appropriate corrective action is implemented. 

  • Support staff in the appropriate implementation of disciplinary action, with the aim of building corpsmembers professionalism, adherence to safety protocol, and long term workplace success. 

Staffing and Supervision

  • Interviews, hires, and trains employees.

  • Plans, assigns, and directs work.

  • Conducts yearly performance evaluations and monitors professional development.

  • Manages and supervises Emergency Operations Department staff

  • Oversees 100+ corpsmembers (trainees).

Budget and Administrative

  • Supports the development and monitoring of program budgets and modifies work projects and budgets as appropriate.

  • Reports to and provides program updates to the Senior Director of Zero Waste and Emergency Services. 

Qualifications

Minimum Qualifications

  • Bachelor's degree (BA or BS) or equivalent work experience.

  • Three years of program and staff management experience. 

  • California Class C Driver's License and clean driving record.

  • Excellent written and verbal communication skills.

  • Excellent organizational and time management skills.

  • Must pass state and federal criminal background checks.

  • Commitment to community service and working with transition-age youth. 

Preferred Qualifications: 

  • Public and/or private grant management experience. 

  • Business and/or contract management experience. 

  • Advanced degree in a field related to urban planning, government, community development, social services, or education. 

  • Passion for advancing solutions to public health crises, social justice, and racial equity. 

Salary and Benefits

  •  Salary ranges from $75,000 - $95,000 annual salary. The salary is based on a level of experience and education that significantly exceeds the minimum requirements and is commensurate with the compensation scale (salary range)
