Description

The Municipality of Bethel Park is a progressive home rule community in the suburbs of Pittsburgh with approximately 33,000 residents. This position is a high-level supervisory position of considerable challenge that will work directly with the Municipal Manager.

SUMMARY

Performs complex professional and administrative work on a variety of assignments relating to the planning, direction, control and evaluation of the operations and programs of the Municipal government. Work is performed under the general supervision of the Municipal Manager. In the absence of the Municipal Manager, supervision is exercised over all Municipal staff and operations.

 

RESPONSIBILITIES

· Assist the Municipal Manager with the direction, control and evaluation of municipal operations

· Serve as primary back up to the Municipal Manager; represent the Manager upon delegation

· Assist with the preparation of material for Council agendas, attends Council sessions, provides information or technical assistance, and prepares research reports and follow-up as required

· Guides and assists department Directors and coordinates, troubleshoots and oversees specialized projects and programs (i.e., Community Map, Chronicles publications)

· Manage citizen service requests and complaints

· Acts as the Right-to-Know officer for the Municipality

· Responsible for the Municipality’s Strategic Plan

· Participates in the preparation, coordination, and presentation of the Municipality’s budget

· Serves as liaison between the Manager and the operating department heads and various boards, committees and agencies

· Point of Contact for all Refuse and Recycling related inquiries

· Oversee the Scanning, Filing and Disposition of Official Records of the Municipality

· Act as the Chair of the Municipal Safety Committee

· Develop and support efforts to coordinate grants and fundraising activities across all departments for capital purchases and special events

· Staff Liaison for Ad Hoc Economic Development Steering Committee

· Perform related tasks and special projects as assigned

Qualifications

KNOWLEDGE, SKILLS, AND ABILITIES

· Advanced knowledge of the principles and practices of public administration

· General knowledge of the applicable federal and state laws, as well as Municipal ordinances and regulations underlying the municipal corporation

· Advanced knowledge and abilities to research, write and execute grant opportunities

· Knowledge of neighborhood and business district redevelopment standards

· Capability to analyze a variety of complex administrative problems, and to make sound recommendations for their solutions

· Proficiency in oral and written communication

· Ability to establish and maintain effective working relationships with government officials, civic and business leaders, Council, employees, and the public

· Demonstrated leadership experience or skills, ability to exercise good judgement and tact

· Must work the days and hours necessary to perform all assigned duties, evenings and weekends may be expected for special events and meetings

· Understanding of the Pennsylvania Right to Know law and Open Records Act

· Proficient in municipal software packages and use of Microsoft 365 products

 

DESIRED MINIMUM QUALIFICATIONS

· A Bachelor’s degree in Public Administration or a related field

· A Master’s Degree in Public Administration is preferred

· 3+ years of progressive administrative experience in local government management or in a related professional or administrative capacity is preferred

 

PHYSICAL DEMANDS

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker may be subject to adverse environmental conditions.
