Electronic Health Record Interoperability Analyst

The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers.  To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.



The Bureau of Division Management & Systems Coordination (DMSC), part of the Division of Disease Control (DDC), is composed of the Informatics, Data and Outbreak Response teams which are responsible for the infectious disease surveillance systems, electronic laboratory reporting workflow and health information exchange. DMSC supports all other DDC bureaus with monitoring and analyzing trends in disease data, used for the recognition, prevention, and control of infectious diseases.



We are seeking to fill positions in the Division of Disease Control that will provide key support for DOHMH’s COVID-19 work in New York City.  It is expected that the position will work 35 hours per week.



  • Advise stakeholders on data-related considerations in planning for new pipelines and operations
  • Develop and implement automated or semi-automated scripts to analyze data quality and clean, enrich, map, and transform data to surveillance subject matter experts’ specifications
  • Perform quality assurance and evaluate the completeness and accuracy of data received through electronic laboratory results and/or electronic case reporting
  • Conduct root cause analyses to identify and remediate workflow and technology-related issues
  • Contribute to project coordination, management, and evaluation
  • Develop dashboards, visualizations, and presentations
  • Review and comment on data standards in draft (i.e., Fast Healthcare Interoperability Resources)
  • Seek opportunities to advance data equity, maintain patient privacy, and promote social justice in the context of public health surveillance


  • Experience and/or academic work in public health surveillance or quantitative analysis
  • Familiarity with HL7 and/or XML
  • Demonstrated skill in descriptive analysis and data visualization using R, Python, SAS, SQL, or another similar tool
  • Highly organized, able to manage multiple simultaneous projects
  • Strong interpersonal communication and time management skills
  • Bachelor’s degree
  • Master’s degree from an accredited college in public health, computer science, informatics, or another appropriate field is preferred but not required



FPHNYC offers a comprehensive benefits package. The salary range for this position is commensurate with experience.



There is potential for this position to transition to DOHMH and therefore candidates must meet DOHMH eligibility requirement including NYC residency.
