Position Title: Program Director of Foster Youth Services
Employment Classification: Full Time, Salary, Exempt
Reports to: Chief Program Officer
Department: Programs

Position Summary: Directs all aspects of the Youth Connected Program including the foster family agency, onsite dormitory and supportive services on the school campus. Responsible for implementation of trauma informed service coordination. Ensure collaboration with government agencies and community partners. Serves as an important member of the Leadership Team focusing on the furthering Orangewood Foundations mission and strategic goals.


Major Areas of Responsibility:

Provide Leadership to Program Staff

  • Develop relationships and communicate with community partners to maintain and expand referral and resource base. Report out regularly to funders on contracted program outcomes and deliverables.
  • Collaborate to recruit, hire and retain a team of staff who are knowledgeable of issues affecting youth in foster care and can support youth who have experienced homelessness, mental health, exploitation, trafficking or are at-risk of being exploited.
  • Adheres to all areas of government contract compliance for the services rendered.
  • Responsible to utilize youth input in program practices and to maintain services that are current, relevant and consistent with the needs of the target population.
  • Provide supervision, guidance, coaching, and training to program supervisors of direct care staff.
  • Ensure program meets operational and performance benchmarks and data accuracy is in adherence to guidelines for reporting.
  • Direct the implementation and evaluation of relevant initiatives, current and future programming.
  • Lead effective program meetings and weekly individual/group supervisions.
  • Provide crisis intervention, as needed, to support the operations of the Program.
  • Provide after hours on-call response to emergency situations.
  • Develop, update and implement Program policies and procedure, ensuring all Program staff are knowledgeable of processes and expectations and the fidelity of organizational policies across all program sites.

Knowledge, Skill and Experience Requirements:

  • Masters Degree in Human Services, Sociology, Social Work, Education, Psychology, or related field required.
  • 5+ years of program supervision or management with the ability to assist supervisors and direct service providers with their skills development.
  • Minimum of 2-3 years of experience in organizations servicing youth ages 12-18, specifically in foster care placement arena.
  • Minimum of 3-5 years of leadership experience including supervision of multiple teams.
  • Have an understanding of systemic issues which impact youth in foster care such as issues with social services, law enforcement, criminal and civil legal systems.
  • Experience in the development of new programs and enhancement of existing ones.
  • Makes sound and timely decisions under pressure. Recognizes what is most suitable in particular situations. Effectively makes decisions in non-standard situations. Exhibits independence, decisiveness and responsibility.
  • Ability to work under pressure, manage and meet deadlines.
  • Strong written and oral communication skills and comfortable speaking in public or to large groups.
  • Must be comfortable speaking and presenting in public.
  • Reliable transportation, valid California Drivers License and proof of insurance.
  • Ability to pass a criminal background check, drug test, FBI/DOJ fingerprinting, and TB test.
  • Maintain a flexible schedule in order to be available as needed by the Program.
  • Ability to use Microsoft Office, Outlook and develop presentations using Power Point or other applications.

Working Environment/Physical Requirements: Position may require use of personal vehicle. Physical requirements include standing, sitting, typing, bending and lifting up to approximately 50 lbs. (i.e. tables, chairs, food, water, etc.)
Modification to work schedule may be made based on need of the youth and the Foundation.
