Responsible for the day-to-day supervision and management of the Finance, Secondary Marketing, and Private Activity Bond (PAB) functions.  The scope of activities encompasses debt issuance, debt administration, loan securitization and hedging, financial planning and analysis, active management of CHFA’s PAB practices and strategic planning.  This position will compile and interpret results of all activities for decision-making requirements of the Chief Financial Officer, other members of senior management and the Board Finance Committee. This position serves as part of CHFA’s Strategic Management Team and reports directly to the Chief Financial Officer.

Leadership  

  • Foster a high performing team that supports CHFA’s strategic goals
  • Facilitate collaboration within Division and throughout CHFA to achieve business strategies and financial goals
  • Model and encourage open and effective communication and serve as a business partner to business units
  • Responsible for ensuring strong customer focus and communication with all CHFA internal and external customers

Bond Issuance and Post Issuance Compliance

  • Responsible for the oversight of new bond issuance and the administration of existing bonds.  
  • Coordinate efforts and work flow involving the investment banking team, legal team, financial advisors, liquidity facility providers, swap counterparties, and rating agencies.
  • Work closely with our investment banking team and financial advisors in developing plans of finance for new bond issuances.
  • Ensure bond issues meet all internally developed policy parameters, and legal and regulatory requirements.
  • Oversee post issuance reporting requirements

Loan Pipeline and Hedging Oversight

  • Work with production divisions in developing new loan programs and in meeting special financing needs.  Oversee the setting of interest rates for all single family, multi-family and business finance loan programs.
  • Establish approach and oversee all hedging activities including the use of forward starting interest rate swaps and forward sales of mortgage backed securities.
  • Oversee the pricing, pipeline management and securitization of single-family loans into Ginnie Mae securities. 
  • Manage the Authority’s loan warehousing activity.

Private Activity Bond Management

  • Responsible for the oversight of CHFA’s PAB strategy
  • Manage the Authority's partnerships with other issuers throughout the State of Colorado to ensure best practices. 
  • Oversee communication with banking and developer community regarding available of PAB volume cap

experience/education

Bachelor's Degree in Finance, Accounting, or Economics.  Master's Degree in Finance desirable.  Ten years of experience in public finance, public debt issuance, or related industry experience (i.e., savings and loan, mortgage banking, etc.)  Five years of management experience.
