JOB SUMMARY

Under the direction of the Facilities Director, performs multi-craft functions, which may include non-technical electrical, plumbing, grounds, carpentry, locksmith, custodial, and painting; provides day-to-day coordination and leadership to other employees performing similar work.

Assists in oversight of construction and renovation projects. Trains and supports library facilities staff. Work requires independent judgment to accomplish projects accurately, effectively and in a timely manner.

ESSENTIAL JOB FUNCTIONS

  • Provide general maintenance work such as simple carpentry, plumbing, etc, other duties as needed.

  • Leads team of facilities staff; aides on evaluating performance.

  • Evaluates maintenance needs of buildings, systems, vehicles, and equipment; maintains and monitors preventative maintenance plans; maintains records on renewable contracts; makes recommendations on contract renewal

  • Documents information on preventative maintenance files on electrical equipment and machinery and monitors a preventative maintenance program.

  • Performs general electrical maintenance, carpentry, plumbing, HVAC, custodial, grounds functions.

  • Maintains system for facility work order tracking.

  • Performs other related duties as assigned.

  • Coordinates the work of other facilities services technicians in completion of maintenance work orders; assists others with complex tasks.

  • Maintains inventory of parts and supplies for facilities repairs; orders materials as needed.

  • Monitors, maintains, and performs standard repairs to building electrical, plumbing, heating, ventilation and cooling systems.

  • Assists licensed plumbers, electricians and HVAC personnel as appropriate.

  • Prepares job estimates for customers including time and materials costs.

  • Performs quality inspections on work completed by other facilities services technicians.

  • Prepares and maintains records on all maintenance activities.

  • Oversees the work of employees in supporting roles, including assigning workload and monitoring employee performance.

  • Ensures proper care in the use and maintenance of equipment and supplies; promotes continuous improvement of workplace safety and environmental practices.

  • Performs miscellaneous job-related duties as assigned.

 

Qualifications

Education and Experience:

  • High School Diploma supplemented by post-secondary technical training and at least five years’ experience in general construction, facilities, or related field.

  • Degree/license/certification from a technical college preferred.

  • Two years lead or supervisor experience

  • Valid GA Driver’s License and good driving record; must pass motor vehicle pre-employment investigation.

Additional Requirements:

  • Degree/license/certification from a technical college preferred.

  • Experience working in a library or educational environment preferred

  • Three (3) years of previous work experience doing similar work is preferred

  • Must be able to lift up to 50 lbs. regularly; to climb ladders and work from heights.

Licenses or Certifications:

Valid driver’s license and insurability required.

Knowledge, Skills and Abilities:

  • Knowledge of current principles and practices in the field of facilities management and OSHA rules and regulations.

  • Ability to effectively lead a team and manage available resources in a manner, which both supports and accomplishes organizational objectives.

  • Ability to determine and prioritize maintenance needs of buildings and equipment

  • Ability to operate a personal computer and must have a working knowledge of e-mail and word processing skills.

  • Ability to establish and maintain effective working relationships with co-workers, supervisors, contractors, other governmental agencies, and the general-public.

  • Ability to communicate effectively, both orally (by telephone and in-person) and in writing using email and the facilities work order database.

  • Ability to guide, supervise and organize the work of Facilities staff; ability to instruct and train staff in basic facilities duties.

PHYSICAL DEMANDS

  • Work involves almost constant exposure to unusual elements, such as extreme temperatures, toxic chemicals, biohazardous materials, dirt, dust, fumes, smoke, and/or loud noises.
  • Work consists of considerable physical activity. Requires heavy physical work; heavy lifting, pushing, or pulling required of objects up to 50 pounds. Physical work is a primary part (more than 70%) of job.
  • Work environment involves exposure to potentially dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment.
  • The employee must be able to lift and carry up to pounds routinely, climb ladders, climb stairs, stand for extended periods of time, extended walking within and outside branch locations, reach, bend, and stoop. Full range of hand and finger motion is required for data entry purposes. The ability to distinguish color is required for network wiring purposes. Additionally, the following physical abilities are required: 
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound. 
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

WORK ENVIRONMENT

Typical office/library environment. Some fluctuations in building temperature related to HVAC problems can cause uncomfortable periods of heat or cold.  This position requires work that may be completed indoors or outdoors with extreme temperature fluctuations depending on the season. Some periods of elevated noise levels. Some stress related to the type of work being performed may be encountered e.g., pressure related to periods of high-volume activity and multiple demands. 

The work week is a 40-hour work week. After Hours and holiday availability, while rare, is required.
