Summary of Position: 
Under the direction of the Senior Program Director, the Manager of Resident Services is responsible for the overall management and operation of VOA Illinois' Stabilization Housing program. The Director will ensure that the program is designed and implemented to successfully help individuals experiencing homelessness and a need for integrated housing and healthcare services to gain greater independence and better health outcomes through participation in our program.
Position Type: 
This position is full time, exempt, and reports to the Senior Program Director.

Essential Functions: 

•    Responsible for leading the social services and case management program within the transitional housing facility the serves approximately 80 individuals per year.
•    Oversee the delivery of daily program services.
•    Monitor and evaluate case management services, outreach, intake, 24/7 shift staffing, and provide ongoing program evaluations and recommendations for continuous growth and quality improvement.
•    During implementation, this position may perform broad tasks associated with program development and launch.
•    On-call 24/7 to provide guidance on emergency situations.
•    Ensure all data is reported to appropriate databases and funders as required.
•    Implement change as directed to meet program objectives and participant needs.
•    Regularly interact with all assigned staff to provide programmatic support. Ensure all participant concerns are resolved in a timely and satisfactory manner.
•    Develop and submit reports for program metrics monthly and as requested.
•    Meet regularly with the Finance Department to track program spending. Review payment status for qualifying expenses and ensure prompt resolution of any financial discrepancies.
•    Coordinate with staff to attend and network at various events and outreach opportunities.
•    Develop and deliver presentations to share program dates and service trends. Promote the success and reputation of the program.
•    Operate program in an efficient, cost-effective manner. Monitor budget for revenue goals and expenses. Implement cost containment as needed to stay within budget parameters.
•    Supervise Resident Engagement Specialists and Service Coordinators:
o    Interview, make quality hiring decisions, train, and mentor staff.

Work Environment: 
This position operates in a professional office environment; may also be required to travel throughout community utilizing personal vehicle, agency vehicle, or other methods of transportation. The hours of work are generally Monday through Friday, 9:00 AM to 5:00 PM, although evening and weekend hours, including holidays, may be required. Expected to travel and provide services within the scattered site locations throughout the community where residents are temporarily residing. This position requires an on-call component.
