The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.


The NYC Department of Health and Mental Hygiene (DOHMH) is introducing a Citywide Doula Initiative, which will focus on doula support before, during, and shortly after childbirth, as well as related services. This work will be performed by DOHMH directly and in partnership with community-based doula programs around the city. The services fall into four broad categories:

(1) Direct servicesBirth doula services will be provided to eligible residents of TRIE neighborhoods. Priority will be given to people who are income-eligible for Medicaid and/or are giving birth for the first time (or the first time in 10+ years), as well as those who have had a previous traumatic birth experience, have no other labor support, live in a shelter, are in foster care, and/or have a high-risk medical condition.

(2) Capacity buildingThe expansion of doula services will require a corresponding expansion of the citys doula workforce. The project will train community members as doulas, mentor apprentice doulas to certification, train all participating doulas in the program model (based on DOHMHs By My Side Birth Support Program), and provide continuing education for all doulas, including compensation for their time in attending trainings.

(3) Program oversight and managementProgram staff will oversee the design, implementation, and evaluation of the program; manage contracts and payments for all vendors, subrecipients, and consultants; and collect and analyze data for quality improvement. A social-media campaign will raise awareness in the target neighborhoods, recruiting doulas to work in the program and pregnant people to receive services.

(4) Clinical-community partnershipsThe program will strengthen DOHMHs work with hospitals though the Maternity Hospital Quality Improvement Network (MHQIN), which creates doula-friendly hospital policies and practices, and increases provider referrals to doula services. Staff will also collaborate with CBO, governmental, and health care partners to advocate for system-level change.


Reporting to the Doula Initiative Director, the Operations Manager will manage the hiring process, oversee contracts with community-based doula programs, oversee the data system for the program, and maintain high-level responsibility for payments and purchasing. The ideal candidate will be well-versed in the procedures of both FPHNY and DOHMH, comfortable with data systems, skilled at navigating bureaucracy, and possessed of excellent communication skills and outstanding attention to detail.


  • Coordinate interviews and onboarding process for staff in the Citywide Doula Initiative (CDI)
  • Serve as liaison with DOHMH facilities and administration departments
  • Manage Request for Proposal (RFP) process for vendors that will provide community-based doula services under this program
  • Serve as point person for development of the CDI data system, including ensuring that all data needs of the program are met and all data are properly migrated
  • Work with vendors to manage their transition to the CDI data system
  • Supervise contract-management, monitoring, and payment processes
  • Monitor program budget and recommend adjustments as needed
  • Assist with reports to DOHMH leadership
  • Other duties as assigned


  • 5+ years experience in similar work for a health department or other city agency
  • Knowledge of data systems from a users perspective; experience with data migration a plus
  • Experience aligning data-collection forms, reports, and data systems
  • Strong budgeting and contract-management skills
  • Detail oriented; able to manage projects and work independently
  • Strong written and oral communications skills
  • Positive attitude, strong work ethic, and excellent customer-service skills
  • Proficient with Microsoft Office suite, including Word, Excel, and PowerPoint
  • Experience with DOHMH and FPHNY policies and procedures a plus


  • This position will be hired through a staffing agency at a pay rate of $50 per hour, and will be funded through June 30, 2022, with the possibility of extension.

  • There is a potential for this position to transition to DOHMH, for which eligibility requirements include NYC residency.
