The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

 

PROGRAM OVERVIEW

The NYC Department of Health and Mental Hygiene (DOHMH) is introducing a Citywide Doula Initiative, which will focus on doula support before, during, and shortly after childbirth, as well as related services. This work will be performed by DOHMH directly and in partnership with community-based doula programs around the city. The services fall into four broad categories:

(1) Direct servicesBirth doula services will be provided to eligible residents of TRIE neighborhoods. Priority will be given to people who are income-eligible for Medicaid and/or are giving birth for the first time (or the first time in 10+ years), as well as those who have had a previous traumatic birth experience, have no other labor support, live in a shelter, are in foster care, and/or have a high-risk medical condition.

(2) Capacity buildingThe expansion of doula services will require a corresponding expansion of the citys doula workforce. The project will train community members as doulas, mentor apprentice doulas to certification, train all participating doulas in the program model (based on DOHMHs By My Side Birth Support Program), and provide continuing education for all doulas, including compensation for their time in attending trainings.

(3) Program oversight and managementProgram staff will oversee the design, implementation, and evaluation of the program; manage contracts and payments for all vendors, subrecipients, and consultants; and collect and analyze data for quality improvement. A social-media campaign will raise awareness in the target neighborhoods, recruiting doulas to work in the program and pregnant people to receive services.

(4) Clinical-community partnershipsThe program will strengthen DOHMHs work with hospitals though the Maternity Hospital Quality Improvement Network (MHQIN), which creates doula-friendly hospital policies and practices, and increases provider referrals to doula services. Staff will also collaborate with CBO, governmental, and health care partners to advocate for system-level change.

 

POSITION OVERVIEW

 

The Clinical-CBO-Community Partnership Evaluator will coordinate with the Evaluation Manager and the Evaluator for the Maternity Hospital Quality Improvement Network (MHQIN) to track referrals from hospitals to doula programs, support capacity assessments, conduct key-informant interviews, analyze data for the Citywide Doula Initiative, and support a return on investment (ROI) analysis.

 

RESPONSIBILITIES

  • Develop and oversee workplan and doula-friendly hospital evaluation plan. Regularly update implementation tracker and revise as needed.
  • Update capacity assessment as needed, score hospital capacity assessments, and provide to hospitals. Review scored capacity assessments with hospitals.
  • Develop closeout scorecards based on completed action items from action plan, scoring each hospital on level of hospital doula-friendliness, and providing list of completed action steps.
  • Track indicators and accomplishments for progress report.
  • Conduct key informant interviews with hospitals to elicit feedback from providers, nurses, midwives, etc. on participation in doula-friendly hospital component of MHQIN. Analyze and utilize data to inform and plan for future programming.
  • Contribute to program planning.
  • Work with Evaluation Manager to track hospital referrals to community-based doula programs.
  • Support Senior Evaluator on conducting a Return on Investment analysis of the initiative.

 

QUALIFICATIONS

  • A masters degree in public health or related discipline.
  • At least 2 years experience in research and evaluation. Strong background in program evaluation and implementation, as well as process evaluation.
  • Background in qualitative research and evaluation.
  • Experience working with hospitals, community-based organizations, and government agencies.
  • Proven experience in strategic planning
  • Experience implementing and applying multiple of the below frameworks:
    • Familiar with the Sexual and Reproductive Justice framework and how to apply principles
    • Racial Equity and Social Justice
    • Sex-positivity framework
    • Human rights framework
  • Proficient with Microsoft Office suite, including Word, Excel, PowerPoint, and Access

 

 

COMPENSATION

  • This position will be hired through a staffing agency at a pay rate of $40 per hour, and will be funded through June 30, 2022, with the possibility of extension.

  • All new temporary hires must be vaccinated against COVID-19 unless they have been granted a medical or religious reasonable accommodation. This requirement must be met by your start date.
  • This position will initially operate in a hybrid work environment (partially remote), with the potential of shifting to 100% in-office.
  • There is a potential for this position to transition to DOHMH, for which eligibility requirements include NYC residency.
