Government Contracts Analyst

General Description: 

Responsible for administration of all Federal, State and Local government contracts SAFB is negotiating and entering. Executing a variety of complex and technical duties involved in the collection, evaluation, manipulation, and reporting of data, utilizing appropriate assigned systems to input data; and producing a variety of records and reports. Compiles statistics and writes forecasting plans and performance reports for Federal, State and local contracts. Enhance the awards administration process and ensure compliance with federal and grant regulations.   

This position is Grant Funded and is time-bound contingent upon the availability of funds, the priorities of the grantor, and the success of renewal consideration. 

Responsibilities: 

• Effectively develop, submit and manage contract applications, proposals. 

• Ensure grant compliance and reporting requirements. 

• Responsible for the day-to-day reporting activities of all government contracts to ensure that all financial matters of the food bank as they relate to Federal, State and Local government contracts are maintained within applicable laws, contractual obligations and accounting principles of non-profit accounting.  

• Ensures that audit standards are maintained of all government contracts and that a yearly audit is conducted which meets standards of practice for non-profits and Single Audit compliance. 

• Initiates, develops, and maintains a working partnership with designated contact personnel as related to the Federal, State and Local government contracts. 

•  Provides program portal support and maintenance for the purpose of ensuring current and accurate information. 

• Provides technological support for program staff and for staff meetings, as needed, for the purpose of supporting staff in disseminating information electronically. 

• Reports regularly on any developments or problems within the program for the purpose of maximizing the efficiency of the department. 

• Maintains assigned project control files (e.g., research, completion, etc.) for the purpose of ensuring compliance with mandatory due dates. 

Other Activities: 

• Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner  

• Direct, coordinate, and review the work plan for contracts; meet with the staff to identify and resolve problems; assigns work activities and projects; monitor workflow; review and evaluate work products, methods, and procedures. 

• Coordinate staff training, work with staff to correct deficiencies; implement discipline and termination procedures. 

• Prepares grant application analysis information for all government, state, and municipality grants. 

• Drafts agreements, requests for proposals, contracts, and project documents for review by the Government Grants Director. 

• Performs related duties as required. 

Qualifications: 

• Graduation from an accredited college or university with a bachelor’s degree, and two (2) years' experience in Federal or State program management including but not limited the provision of public services by community based or non-profit social services agencies and/or an equivalent combination of education and experience. 

• Experience in grant writing and or contract management within the nonprofit sector. 

• Working knowledge of Federal, State and Local contract administration. 

• Excellent written and verbal communication skills. 

• High proficiency of project and program administration including the review and evaluation of project invoices, requests for payment/reimbursement and project awards/budgets. 

• Individually motivated and operating with a sense of urgency and personal accountability. 

• High proficiency in computer applications i.e. Microsoft word, Excel and database management. 

• Ability to work independently with minimum supervision. 

• Ability to organize work, attention to detail, accuracy and the meeting of deadlines.  

• Ability to work cooperatively with other Food Bank staff and outside entities. 

• Ability to present a professional demeanor under a dynamic and evolving environment. 

• Night and weekend work is required and routine.

Work Environment 

This job is performed in an indoor office environment and occasionally may require attendance at outdoor events. You may be required to drive to different locations with varying conditions. The noise level in the work environment is usually moderate.
