Job Purpose:  Coordinate all aspects of the Foster Program. 


Responsibilities and Duties:

Essential Functions:

  • Maintain excellent communication regarding foster animals with shelter staff, volunteer program leadership and foster families.
  • Facilitate the scheduling of animals with foster volunteers for placement, appointments and returns.
  • Ability to administer booster vaccines and dewormer or willingness to learn.
  • Coordinate recruitment and promotional events for the foster program.
  • Strategize future plans for foster program growth (i.e. radio/television interviews).
  • Host foster orientations to recruit and evaluate potential foster care volunteers.
  • Expand foster program into businesses, ALFs, hotels, etc.
  • Undergo public interviews and represent the foster program with detailed knowledge and professionalism.
  • Develop and maintain strong relationships with foster families.
  • Implement foster job descriptions and expectations. Take disciplinary action when necessary.
  • Schedule and coordinate examinations on foster animals with veterinary services staff; ensure implementation of treatment and coordinate follow up visits.
  • Perform a daily walkthrough of animals awaiting foster and re-evaluate priority placements.
  • Scan medical areas for potential foster cases, despite stage of awaiting foster. Discuss candidates with supervisor.
  • Provide friendly, responsive and personalized communication.
  • Keep accurate and updated records and enter data as required into appropriate software daily.
  • Maintain a clean and safe work environment.
  • Participate in required meetings and trainings.
  • Professionally represent SPCA Tampa Bay at all times. 

Nonessential Functions:

  • All other duties as assigned.





  • High school diploma or equivalent.

Associates degree preferred.

Licensure or Certification:

  • Valid Florida driver’s license with acceptable driving record.

Certified Veterinary Technician desired.


  • Previous experience working with volunteer groups or similar experience.
  • One to two years working in a shelter or similar animal care facility preferred.
  • 1600 hours of volunteer experience in a shelter or other similar animal care facility may be substituted for work experience.

  • Ability to provide excellent service and care for foster families and animals.
  • Ability to publicly represent SPCA and the foster program.
  • Ability to evaluate appropriate foster placement for animals. 
  • Ability to exercise critical thinking in making judgments.
  • Ability to function in a highly emotional, rapidly changing and detail oriented environment.
  • Ability to handle sensitive/confidential information with discretion.
  • Ability to objectively observe and evaluate animal communications, behavior, changes in behavior and condition.
  • Ability to operate computer, printer, copier, telephone, fax machine and smartphone.
  • Ability to serve with a diversity of foster families with compassion.
  • Ability to work collaboratively and serve as an effective liaison with other departments.
  • Comprehensive knowledge of humane and safe methods of care, handling, and restraint of animals.
  • Effective oral and written communication skills.
  • Genuine concern for all animals and their welfare.
  • Working knowledge of applicable OSHA standards and requirements
  • Working knowledge of Microsoft Office and Pet Point,
  • Working knowledge of standards and practices applicable to animal medical records. 

Physical Demands:

  • Ability to travel within Tampa Bay community for special events.
  • Ability to work flexible hours.
  • Activities require the handling and transporting of SPCA pets of all sizes.
  • Carrying, pushing and/or pulling.
  • Moderate physical effort – regularly lifting or moving up to 25 lbs.  Occasionally up to 50 lbs.
  • Occasional exposure to animal feces and potential for scratches and bites.
  • Occasional exposure to high noise levels, such as in dog kennels.
  • Stooping, kneeling, bending and crouching.
  • Walking and prolonged standing.


  • Reliable transportation. 
  • Ability to pass required background checks.
