Under the direct supervision of the Branch Services Manager, the Branch Manager leads and manages public services staff and operations of the Perryville and Port Deposit branch libraries, ensuring the development and delivery of a full range of highly responsive services and strategic priorities. 


  • Manage the daily operations and staff of the Perryville and Port Deposit branch libraries. Provide leadership that supports and empowers staff to give outstanding service to the public in regard to circulating materials, programming, readers’ advisory, information, and technology assistance for library users of all ages.
  • Provide direct supervision, evaluation, and coaching to three departmental supervisors and all LA I’s.  Ensure the delivery of performance management methods and systems.
  • Via effective verbal and written communications, facilitate regular staff meetings and provide training as needed.
  • Lead the implementation of system and local marketing initiatives at the branch level.
  • Work with the Branch Services Manager to establish and achieve branch performance goals within overall system goals.
  • Collaborate with Materials Manager and selectors, along with Adult and Children’s department heads to develop, maintain and evaluate the branches’ collections, ensuring a full-service, relevant collection for patrons of all ages.
  • Interpret, explain and implement the policies and procedures of CCPL and ensure they are carried out in the branch.
  • Coordinate departmental and branch scheduling within parameters of staffing budgets.
  • Serve as the key liaison to the greater Perryville and Port Deposit communities, civic groups, and town governments.
  • Work with department heads to coordinate and evaluate branch outreach that meets the needs of the Perryville and Port Deposit communities.
  • Ensure library facilities are well-maintained and safe per CCPL standards; routinely monitor, maintain, and report facilities issues to administrative staff.
  • Manage and/or coordinate the implementation of branch projects.
  • Effectively resolve patron concerns and issues.
  • Participate in interviewing and hiring of staff.
  • Ensure the maintenance of accurate service statistics; compile and prepare reports, data, and other written work.
  • Serve on internal and external committees.
  • Participate in local and statewide initiatives, training, and associations.  Attend seminars, workshops, and continuing education activities.
  • Provide daily coverage at public service desks within the branch.
  • Other duties as assigned.

  • Performs job in keeping with the adopted policies, procedures, and values of the Cecil County Public Library.


  • M.L.S. from an ALA accredited program.  The candidate must be able to provide documentation to support this as part of the application process.  OR
  • Candidate must be enrolled in an ALA accredited program with the reasonable expectation of completion within three years of hire.  The candidate must be able to provide documentation to support graduate school status as part of the application status.
  • Ability to obtain and maintain Professional Public Librarian certification from the Maryland State Department of Education.
  • Minimum of 3 years supervisory experience at the branch/department level in a professional library setting.
  • Demonstrated skills in staff training and development.
  • Knowledge of supervisory principles and practices with demonstrated skills and judgment in supervision and problem solving.
  • Ability to effectively organize work, determine priorities, make decisions and complete assigned duties with minimal supervision.
  • Strong, demonstrable critical thinking and analytical skills, with the ability to write and communicate with a high level of professionalism.
  • Experience and demonstrated ability to supervise a combination of supervisors and direct reports at all professional and non-professional levels.
  • Demonstrated ability to develop, implement, and market innovative and effective public library programs, events, collections, and services.
  • Expertise and experience in adult and youth services.
  • Knowledge of the principles and practices of public library collection development and maintenance, marketing, and display.
  • Excellent computer skills, including various software packages, knowledge of internet resources and how to use them effectively, and knowledge of integrated library systems.  Ability to learn new skills and technologies to retain proficiency in areas of expertise.
  • Knowledge of Windows operation system, internet resources, social media, and other technologies and how to use them effectively.
  • Demonstrated experience with a variety of types of electronic devices for computing, listening, viewing, gaming and new technologies.
  • Demonstrated knowledge of user’s interests, authors, books, readers’ advisory and new materials formats.
  • Ability to analyze and organize effectively.
  • Strong communication and interpersonal skills with the ability to develop effective working relationships with supervisors, staff, the community, and members of the public.
  • Ability to maintain composure and flexibility in a changing, public facing environment.
  • Experience analyzing and managing a wide variety of innovative and effective library projects.
  • Valid Driver’s license.
