POSITION TITLE:      Security Coordinator & Airport Operations Specialist

DEPARTMENT:         Airport Operations

FLSA STATUS:         Non-Exempt

SALARY RANGE:     $26.44 - $35.58 (starting wage depends on qualifications)

Reports To:               Operations Director

PURPOSE OF POSITION:

Under general direction, plan, manage, and coordinate the security-related activities and communications, of the security program for the Grand Junction Regional Airport.  Ensure the facilities and support systems are appropriately maintained and functioning properly; monitors airside/terminal security and ensures safety and efficiency, and that all activities comply with applicable rules, regulations, directives, policies, and procedures. Coordinate and perform airport operations in various areas such as airside, terminal, landside, construction, security, and fleet maintenance as the department needs. Implement programs and execute projects that ensure safe and efficient airport security; handles airport customer and tenant service issues and requests. Strong emphasis on being a self-starter and being able to perform work with little to no supervision.

ESSENTIAL JOB FUNCTIONS:

  1. Serves as the Airport Security Coordinator, as defined in 49 Code of Federal Regulations (CFR) 1542.
  2. This position generally requires daily on-site responsibilities at the Grand Junction Regional Airport. It is not a remote role unless prior arrangements have been made with the Operations Director.
  3. Ensures compliance with and enforcement of all aviation security laws, regulations, and policies. Oversee the Airport Access Control, credentialing and personnel ID, Secured Area/SIDA/AOA security, airfield perimeter security, contingency and incident management plans, airport vendor security, and other similar activities as outlined in the Airport Security Program and any applicable security regulations and/or directives.
  4. Serves as one of the Airport's contacts for security-related activities and communications with the Transportation Security Administration (TSA).
  5. Authorizes and determines the necessity for security clearances to airport users seeking access to the Security Identification Display Area and Sterile Area (SIDA).
  6. Reviews with sufficient frequency all security-related functions to ensure that all are effective and in compliance with 49 Code of Federal Regulations (CFR) 1542, its security program, and applicable security directives.
  7. Immediately initiates corrective actions for any instance of non-compliance with CFR 1542, its security program, and applicable security directives.
  8. Serves as liaison with airline managers and related airport tenants, and other security coordinators regarding air carrier security related issues.
  9. Develops and reviews airport security programs, directives, and activities of airport tenants and employees to ensure compliance with city, state, and federal security and safety regulations.
  10. Ensures availability of documents for review by federal agencies, initiate corrective actions for failure to comply with CFR Part 1500, the Airport Security Program, and other security directives.
  11. Conducts necessary security-related audits.
  12. Responds to Airport emergencies and performs security-related activities as outlined in the Airport’s Emergency Plan.
  13. Responds to after-hours emergencies as necessary.
  14. Manages security related contracts and contractors.
  15. Works with others in a team-oriented environment and individually as needed.
  16. Fulfill the Airport’s Mission and Vision Values.
  17. Carries cell phone.
  18. Able to respond to the Airport within 45 minutes unless prior arrangements made with supervisor.

 

As Needed:

  1. Fulfills the daily duties as assigned in the Airport Certification Manual (ACM) and Aircraft Rescue and Firefighting (ARFF) under FAR Part 139.
  2. Able to do shift work, including weekends and holidays.
  3. Assist in airfield snow removal operations.

 

Equipment Operations:

 

  1. Operate in a competent, safe manner a variety of vehicles and equipment required to perform duties including, but not limited to firearms, automobile, backhoe, pickup/utility truck, dump truck, sweeper, chain/trimming saws, snow removal equipment, miscellaneous power and hand tools, grader, weed eaters, lawn edger’s, loader, riding and manual lawn mowers.
  2. Coordinates with Tower when on the airfield with contractors. all communication on the airfield between the Air Traffic Control Tower (ATCT), mutual aid and contractors.
  3. All other work as required.

 

Qualifications

 

JOB QUALIFICATION REQUIREMENTS:

 

Mandatory Requirements:

  1. High school graduation or GED
  2. Field experience in aviation management, business administration, criminal justice or a related field; or two years of experience that includes airport operations, airline operations, public safety communications, or military service; or an equivalent combination of training and experience.
     

Background Check: Employment with the Airport is contingent upon an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration.
 

Special Requirements/Licenses:

           

  1. Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
  2. Knowledge of 49 CFR Parts 1500 et al, Civil Aviation Security Rules, local, state, and federal laws, regulation.
  3. Knowledge of federal, state, and City rules and regulations governing airport security.
  4. Must pass the ARFF/HAZWOPER medical/physical.
  1.  Ability to coordinate various functions related to Security and/or Airport Operations.
  2.  Ability to effectively communicate, both orally and written.
  3. Ability to type at least 40 words per minute.
  4. Able to multi-task and prioritize workload for each day.
  5. Ability to think critically and problem-solve.
  6. Skill in formulating long and short-term plans.
  7. Able to work with others and individually.

 

            Licenses/Certifications:

  1. Must possess a valid Colorado driver’s license.
  2. Airport Security Coordinator (ASC) Designation within one month of employment.
  3. ARFF Certification within one year of employment

 

Preferred Qualifications:

  1. Associate degree in aviation science, airport management, construction management or related field
  2. Airport or aviation related experience
  3. Aircraft Rescue Firefighting (ARFF)
  4. Airport Security Coordinator (ASC) Certification
  5. Airport Certified Employee (ACE)- Security
  6. One year experience in an ASC role
  7. Supervisory experience
  8. Experience in budget development and administration.

 

 

SUPERVISION RECEIVED:

Work is performed often without direct supervision.

 

SUPERVISORY RESPONSIBILITIES:

This is not a supervisory role.

  1. Requires frequent use of work computer, including Microsoft Office Suite, Internet, and software programs; telephone, scanner, copy machine..
  2. This position requires use of Airport vehicles, including snow removal equipment and firetrucks.

While performing the duties of this job, the employee occasionally works near moving mechanical parts, in high and precarious places and frequently exposed to outside weather conditions, fumes or airborne particles, toxic or caustic chemicals, and vibration.

 

The noise level in the work environment is usually moderate, except during certain maintenance duties when noise levels may be loud.

 

Employees in this position are required to work in areas or around equipment which may meet or exceed the OSHA Hearing Conservation sound level.

 

This position may require shift work, weekends, and holidays.
