The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
The DOHMH Bureau of Epidemiology Services, Data Governance, and Informatics Unit seeks a Data Governance Coordinator for the departments authorized access and use of Electronic Health Records, as part of a CDC-funded Data Modernization Initiative (DMI). The goal of DMI is to streamline and improve data access and sharing within and outside of the agency by increasing interoperability and efficiencies among the agencys different data systems. HIPAA protected Electronic Health Records maintained by NYS Health Information Exchanges (HIEs), may be used for public health purpose as outlined in the Statewide Health Information Network for New York governance policies. Use of these confidential data require a governance framework. As a data-driven Health Department with expanding digital assets, we have a growing need to put the right people, processes and policies in place to protect data privacy and confidentiality while analysts use these data to deliver real-time, high-quality information on both infectious and non-infectious health risks to our constituents. The Data Governance Coordinator for electronic health records, under the Data Governance and Informatics Unit Director, will develop, implement and maintain processes and protocols ensuring the proper governance of electronic health record used for public health activities. The health department use of electronic health records is relatively new and rapidly expanding. Informatics systems to better manage data access and use and improve efficiency are being developed; such systems require corresponding governance processes and policies. This position will work closely with health department electronic health data users, DMI leads, IT developers, Legal, and HIEs suppling electronic health record data to facilitate connected, and sustainable systems that enable authorized data access and use to prevent and manage the citys public health problems.
DOHMH has an opening for one (1) Data Governance Coordinator, Electronic Health Records
- Engage department stakeholders (electronic health record (EHR) data users, legal, IT and suppliers of electronic health record data-Regional Health Information Organizations (RHIO)) and assess the current EHR data governance practices to understand the state of rules and processes for access, storing and using EHR data.
- Maintain governance tracking and communication systems, training compliance and facilitate use case audits enabling electronic health record authorized data access and use,
- Liaise with the Health Information Exchange suppliers of electronic health record data managing access and use
- Liaise with legal ensuring proposed use cases comply with regulations
- Liaise with programs and IT to ensure policys regarding data lifecycle are maintained
- Work with IT project manager and Business Analyst in the development of an integrated Data Governance and Use Tracking Database and Interface
- Inform management of electronic health record use cases, projects and governance developments to facilitate expanding use and coordinated operations.
- Assess data governance tools available, document operational gaps and engage DMI leads and IT developers to contribute to the DMI roadmap for developing IT governance systems effecting electronic health record data use
- Document rationale and justification for tools and services needed.
- Schedule meetings, develop agendas, document project conversations. and follow-up on next steps to ensure completion of all tasks.
- Prepare written materials to summarize findings for multiple audiences.
