The International Project Lead ensures timely delivery of high quality information products by overseeing and/or coordinating all aspects of the International Horizon Scanning Initiative (IHSI) Horizon Scanning System (HSS), including: process management; operations and workflow management; oversight of content development; editorial review; staffing; training; communications and outreach; and information systems management.

Essential Functions Statements(s)

  • Ensure that entire project (e.g., deliverables, budget, staffing) remains on track throughout project lifecycle
  • Serve as primary contact for IHSI and ECRI staff for day-to-day IHSI HSS operations
  • Oversee all HSS business components (e.g., IT, data team, science team, editorial) and coordinate efforts for teams positioned across multiple time zones in ECRI's US, European, and Asia Pacific offices
  • Attend client and business line meetings with or on behalf of project director as required
  • Coordinate efforts of, and meet monthly with, each HSS working group (e.g., HSS leadership, editorial, science team, data team, information technology, stakeholder engagement, outreach, and administrative support) to ensure on-time, high quality deliverables
  • Meet regularly with working group leaders to ensure efficient workflow and integration of processes
  • Oversee stakeholder engagement efforts and stakeholder survey process
  • Manage, monitor, refine, and update workflow processes for leads review, topic identification and selection, and content development to ensure efficient and timely production of deliverables
  • Create and maintainor oversee creation and maintenanceof official project documents (e.g., project management plans, protocols, operations manuals, document templates, staff guidance documents)
  • Plan and moderate regular and special HSS meetings (e.g., client status meetings, working group meetings, team meetings)
  • Reviewor oversee review oftopic profiles in preparation for stakeholder comment
  • Review and deliver on-time all project deliverables (e.g., management plan, protocols, operations manuals, status reports, high impact reports, monthly progress reports, project artifacts)
  • Respond promptly to all inquiries and communications from IHSI and ECRI HSS leadership
  • Ensure timely response to requests for revisions and/or change request from IHSI
  • Perform spot checks and audits of database topic records to ensure high quality work by data team and analysts
  • Directly supervise science team lead, data team lead, stakeholder engagement specialist, and copyeditor
  • Hire and train staff as needed to maintain sufficient levels of productivity to meet contract requirements
  • Provide training and ongoing support to all HSS working groups and team members regarding protocols, processes, and information systems
  • Work with leaders and senior team members to develop workshops and trainings as appropriate
  • Plan, develop, and moderate organization-wide HSS information sessions and panel discussions
  • Work with communications department to coordinate social media efforts, press releases, blog posts, etc.
  • Monitor system and project performance and generate reports in collaboration with the ECRI IT team

Accountability Metrics:

  • On-time delivery of all IHSI HSS deliverables
  • IHSI HSS maintained within budget while maximizing revenue
  • Client satisfaction with HSS deliverables and performance
  • Stakeholder (internal and external) satisfaction with engagement processes and HSS outputs


  • 5 or more years of recent experience in personnel, operations, and process management in a healthcare information or publication environment
  • Knowledge of U.S. and European healthcare systems
  • Knowledge of healthcare horizon scanning and/or healthcare technology forecasting strongly preferred
  • Demonstrated success managing international teams and/or projects
  • Excellent written and verbal communication skills and interpersonal skills
  • Demonstrated ability to meet aggressive deadlines
  • Ability to thrive in a fast-paced, production-oriented environment
  • Must be a well-organized self-starter and proficient multi-tasker
  • Proficiency with Microsoft Office, including Word, Excel, Access, and PowerPoint essential
  • Knowledge of database concepts helpful

Education: Master's degree in health/medical science or related degree with relevant experience

Computer Skills: Proficient with Microsoft Office 2007+; knowledge of database design and management helpful; working understanding of data science helpful
