Description

The National League of Cities Risk Information Sharing Consortium (NLC-RISC) exists to serve its state municipal league risk and insurance pool members. Consistent with the mission, vision and values of NLC and NLC-RISC, this position will support the successful design, outreach, and administration of member programs and initiatives.  Serves as a subject-matter resource to raise awareness of key issues facing public entity risk pools among state leagues, member pools, NLC staff, and other key stakeholders, such as city officials

Qualifications

Incumbents perform a majority of the duties outlined below:

  1. Program Administration
    • Coordinates enterprise partnerships by serving as primary liaison between external vendors/organizations and members (e.g. Disaster Recovery, Cyber Security and Data Breaches, Online Training, Special Event Coverage – TULIP, and others as identified);
    • Evaluates, recommends and works with other team members to develop programs, initiatives and partnerships to support members where resources are needed but lacking.
    • Coordinates the development of an online library platform to allow easy and efficient use by members to access peer resources and other industry resources on topics of interest.
    • Coordinates the workplan and goals of assigned interest and working groups on topics of common interest to state league risk pools, such as cybersecurity, internship and leadership development and PTSD/mental health and wellbeing of first responders.
    • Organize conference calls, webinars, presentations, and other activities for members, peer networks, and other key partners and stakeholders.
  2. Program Research and Analysis
    • Works closely with member state league risk pools to collect information about the resources, programs, and initiatives that they have developed to support their member cities. Use these insights and information to evaluate potential opportunities to model programs at the national level for the benefit of the broader risk pool membership.
    • Coordinate research on emerging topics of interest as requested by member pools and/or other key stakeholders.
    • Works with the data and analytics team to support and enhance the program offerings available to RISC member pools, such as through the Financial Benchmarking and Compensations Surveys.
    • Identify and utilize relevant research and program information available through a variety of sources.  Contribute to efforts to build partnerships with source organizations when appropriate.
    • Manages the development, distribution and analysis of member surveys and benchmarking projects.
    • Prepare descriptions of program activities and impact for use in reports and other materials
  3. Program Outreach
    • Contribute to the development of program proposals, outreach strategies, and long-term work plans under the direction of the Director and other key staff.
    • Works with key staff to develop effective communications to educate, promote and encourage participation in program offerings across a variety of communication tools and platforms.
    • Serves as a subject matter resource to NLC-RISC, NLC Mutual and NLC on key topics of mutual and overlapping interest to both internal and external stakeholders.
    • Work with the RISC team to develop content ideas for relevant interest and working groups, as well as for the RISC conferences.
    • Attends RISC conferences to support the needs of the team and build member relationships. May present or facilitate conference sessions as needed.
    • Remain aware of current NLC, NLC-RISC and NLC Mutual priorities and strategies to align work with the overall organizational goals.
  4. Perform other duties and complete special projects as assigned.

Education and Experience:

  • Bachelor’s degree in a related field and 4 years of practical experience in program area, such as insurance, risk management, public administration or similar, or Master’s degree in a related field and 2 years of practical experience in program area
  • Possesses required technical knowledge within assigned program area
  • MS Office skills (Word, Excel, PowerPoint, and Outlook)
  • Proficiency in data warehouse and analytics, etc. preferred
  • Demonstrated knowledge of computer databases and contact management systems (CMS)
  • Experience working with public entity pools, the public sector, non-profits, associations, insurance/risk management, city officials and/or city governments preferred.

Work Environment:

Work is typically performed in a standard office setting working at a desk or table on a level surface.  Some travel is expected to attend local, regional, and national events.  May be required to work more hours than normal during a regular workweek depending on workload and deadline requirements. May consider remote work.
