The Senior Human Resources Manager works under the direction of the Chief Operating Officer and is responsible for leading, managing, and executing a full-service Human Resources program and helps to manage the end-to-end employee experience and lifecycle. This position establishes and monitors HR best practices and assures compliance with all applicable labor laws, government and contractual regulations and requirements. Additionally, with the support of a Human Resources Coordinator this manager helps advance organizational goals and priorities while managing core, traditional human resource functions.

 

ESSENTIAL FUNCTIONS

This role is responsible for completing the following tasks and any related tasks as assigned:

  • Manages and takes ownership of all WNPA human resources (HR) activities including, but not limited to, employment, employee relations, compensation, recruitment, on-boarding, benefits, 403(b), payroll, workers’ compensation, performance management, safety, policies and procedures, and various other employee services.
  • Works closely with home office and field staff to ensure HR topics are managed in a proper and timely fashion. With a customer service approach, helps other managers problem solve and ensures they are informed of applicable WNPA policies and legal responsibilities.
  • Develops and executes WNPA’s employee engagement strategy including, but not limited to, organizational communication, training and development, recognition, retention, and wellness.
  • Continually assesses the employee experience to find areas of friction and recommend processes and/or tools for improvement.
  • Stays abreast of legal developments and trends in the field of human resources in order to effectively guide the organization.
  • Ensures all HR functions, reports, records, and compliance requirements are carried out in an accurate and timely manner.
  • Develops safety initiatives in order to maintain compliance with regulations, raise safety awareness in the workplace, and reduce the risk of accidents and workers’ compensation claims.
  • Evaluates and manages WNPA’s exposure to risks in all areas of HR practices, policies, and procedures.
  • Consults legal counsel, as necessary, to ensure WNPA policies/procedures are compliant with federal and state regulations.
  • Manages all compensation and benefits programs. Researches, makes recommendations for and manages any ancillary compensation and benefits programs such as incentive programs and non-standard benefits.
  • Collaborates with leaders to advance strategic and organizational development initiatives.
  • Provides creative solutions to attracting, recruiting, and maintaining WNPA’s workforce.
  • Develops and maintains organization-wide performance management system.
  • Develops and maintains supervisor and staff development and training programs.
  • Maintains a human resources information system that meets the organization’s information and management needs.
  • Ensures that data is maintained, analyzed, and communicated as required by WNPA management and/or federal, state, or local regulations.
  • Recommends, develops, and manages a competitive total compensation strategy to support the effective recruitment, development, and retention of association employees.
  • Supports the WNPA volunteer program, including recruitment, selection, and recognition of WNPA volunteer staff. Proactively seeks opportunities for volunteers to advance the organization’s goals.
  • Helps develop and lead organizational diversity and inclusion initiatives.
  • Perform other related duties and functions as may be assigned.

 

KNOWLEDGE, SKILLS, & ABILITIES

This role must possess advanced to expert knowledge of, skill in, and/or ability in the following:

  • In-depth knowledge of and skill in managing complex employment and employee relations issues.
  • Skilled in effectively using a variety of communication processes.
  • Strong communication (written and verbal) and interpersonal skills, empathetic, collaborative, and critical thinker.
  • Project management and customer service skills.
  • Knowledge of and skill in applying the principles, practices, and procedures of human resources administration in the areas of recruitment and employment, compensation and classification, employee relations, and employee development and training.
  • Knowledge of and skill in interpreting and applying state and federal statutes and applicable rules and regulations related to the management of human resources.
  • Knowledge and skill in public health crisis management and reporting such as COVID-19 related reporting, monitoring, and safety procedures.
  • Read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations.
  • Ability to write for various purposes and audiences such as WNPA policies and procedures, employee communication, partner correspondence, and more.
  • Effectively present information and respond to questions from a variety of stakeholders: managers, Board of Directors, employees, regulatory agencies, benefit providers, and others involved in or associated with the HR function.
  • Ability to synthesize complex topics and convey information, concisely in both verbal and written form.
  • Familiar with requirements of the Fair Labor Standards Act, Occupational Health and Safety Act, Americans with Disabilities Act, Affirmative Action requirements, Worker’s Compensation, and other Federal, State, and local regulations affecting employment and employment practices.
  • Diplomatic and effective communication, verbally and in writing, with internal employees as well as WNPA’s board of directors, visitors, members, donors, volunteers, and members of the public.
  • Computer programs including Internet, databases, and Microsoft Office suite (primarily Word, Excel, PowerPoint, Outlook, and SharePoint).
  • Equipment including computers, printers, calculators, multiline touch-tone phones, filing cabinets, photocopiers, and dollies.

 

PHYSICAL DEMANDS

This role must be able to meet the following physical demands with or without reasonable accommodation:

  • Primarily perform work indoors, where temperature is moderate and controlled by office environmental systems. The noise level in the work environment is usually quiet but may become loud during times of high customer volume or special events. Occasional work may be performed outside under natural conditions. Environment will vary when outside work or travel is required.
  • Sit at a desk for up to eight hours per day. Walking and standing are occasionally required.
  • Make repetitive motions, especially of the hands and wrist (grasp, pinch, type, write) and legs and back (stand, sit, walk, bend, kneel, crouch).
  • Communicate effectively (talk, listen and hear, see both near and far with accurate depth and color perception).
  • Requires manual and finger dexterity to be able to operate all necessary equipment, including computers, printers, multi-line touch-tone phones, filing cabinets, photocopiers, dollies, and other office equipment as needed.
  • Occasionally lift and/or move up to 25 pounds.
  • Occasionally push and/or pull up to 50 pounds a distance of about 100 feet.

 

TRAVEL

Travel to various WNPA sites or to other events will be required.

 

 

Qualifications and Experience

This role must have the following qualifications and/or experience unless otherwise noted:

  • Bachelor’s degree in Human Resource Management or relevant area of study and five years management experience in the human resources field including expertise in compensation, benefits administration, employee relations, coaching, and regulatory compliance.

or

  • Bachelor’s degree and seven years senior level experience in the human resources field including expertise in compensation, benefits administration, employee relations, and regulatory compliance.
  • Three years experience working in and managing a Human Resources Information System (HRIS).
  • Experience supporting a remote workforce.
  • PHR, SPHR, or equivalent certification preferred.
