Description

Under limited supervision, the HR Specialist/Benefit Analyst performs duties following established procedures in the following areas: HRIS administration and reporting, group benefit plans and benefit reconciliation, payroll assistance, talent acquisition assistance, annual review processes and general HR functions.  The HR Specialist/Benefit Analyst works closely with the Manger, HR and leadership to support the culture of the organization. 

 

 

ESSENTIAL JOB FUNCTIONS

 

HUMAN RESOURCES

 

  1. Interprets human resources policies and procedures with regard to benefits and Paid Time Off (PTO); educates employees and leaders on policy and legal compliance regarding leave of absence.
  2. Works with Manager, HR on providing technical support and guidance to employees and leadership in evaluating reasonable accommodation and protected leave requests.
  3. Processes terminated employee paperwork, including COBRA, final pay, and oversees unemployment hearings.
  4. Oversees and accurately maintains all employee-related paperwork, including employee reporting as required by federal or state guidelines (i.e. EEO-1 Report), personnel files, annual review documentation, paperless HR system, HRIS, and physical files.
  5. Administers workers compensation insurance program including claims, audits, and maintains strong working relationship with work comp injury service vendor.
  6. Works with the OSHA Officer to obtain required testing and vaccinations for staff members.
  7. Responsible for running and maintaining HR reports such as organizational score card data, internal reports to be used by other departments, reports for annual review process, and external reports such as benefit and retirement census.
  8. Assists in annual performance review process and in creation of annual Total Compensation Statements.
  9. Responsible for tuition reimbursement administration.
  10. Oversees MTN Spirit Committee, coordinating employee events to maintain employee engagement and satisfaction.  Responsible for Spirit Committee budget and acts as a leader and resource to committee members and other internal customers.
  11. Responsible for implementing continuous improvement measures within all areas as needed. 

 

PAYROLL AND TIME ACCOUNTING

 

  1. Along with the Senior Staff Accountant and Payroll/General Staff Accountant, responsible for bi-weekly review of company payroll, timekeeping and benefits reconciliation.
  2. Responsible for the timely bi-weekly payroll transmittal of retirement and H.S.A. employee and employer contributions.
  3. Serves as back-up for payroll activities.

 

 

BENEFITS ADMINISTRATION

 

  1. Research, analyze and recommend changes in benefit program design and contract provisions.
  2. Administer various employee benefit programs, such as group insurance, life, medical, dental, vision, FMLA, LTD, H.S.A., Section 125, retirement, PTO/sick bank accrual and supplemental benefits.
  3. Ensure compliance and timely reporting/administration of ERISA, HIPAA, ACA, 403(b) fiduciary oversight and participation in annual retirement plan audit.
  4. Provide benefit education and timely response to employee questions and concerns, interface with third-party administrators to assist with benefits claims resolution and provides guidance in policy interpretations and plan documents.
  5. Monitor medical plan claims as applicable to monthly claims invoice reconciliation.
  6. Along with Manager, HR, achieve financial and wellness objectives by regular monitoring of medical claims including the in-depth analysis of variances to evaluate and develop supportive programs to promote living with a whole life focus.
  7. Verify the calculation of the monthly premium statements for all group insurance policies; resolves administrative problems with the carrier representatives and reconciles to payroll.
  8. Conduct benefit education during the interview process and onboarding for new hires.
  9. Coordinate internal and external procedures to initiate benefit enrollments, terminations, employee status change, open enrollment and annual benefit market reviews, including programming the online open enrollment system, delivering open enrollment presentations, and overseeing the open enrollment process as it applies to benefits and payroll.
  10. Provide administrative support and resources to the MTN wellness committee.
  11. Develop and maintain positive relationships with all employees, benefit providers and brokers.
Qualifications

QUALIFICATIONS AND PHYSICAL DEMANDS

 

  1. Undergraduate degree and a minimum six to eight years benefits administration experience and/or equivalent benefits work experience required, graduate degree preferred.
  2. SHRM, HRCI or CEBS certification preferred.
  3. KS Life and Health Insurance license preferred.
  4. Health insurance plan management, including rate and contract negotiations, and claims analysis experience preferred. 
  5. Detail oriented, organized, excellent tracking/reporting skills, effective written and verbal communication.
  6. Microsoft Office proficiency required, with an emphasis in Microsoft Excel and reporting functions.
  7. Must maintain a valid driver’s license in accordance with MTN motor vehicle policy.  Must have reliable personal automobile transportation to be used with company reimbursement using IRS guidelines.  Must be able to travel within the service area by ground or air.
  8. Ability to lift 50 pounds and transfer short distances.
  9. Possess ability to operate telephones, computers and office equipment.
  10. Ability to speak and communicate clearly in order to accurately convey information in person or by phone.
  11. OSHA Category III – No exposure to bloodborne pathogens while performing assigned job duties.
  12. Home internet and wireless phone access may be required.
