Position Summary: The Systems Analyst leverages information technology and business systems to ensure the organization receives maximum values from its IT investments. This role requires an in depth understanding of technology, hardware, software, network, and lab/healthcare operations. The Systems Analyst studies technical and business systems and procedures and implements systems to help the organization operate more efficiently and effectively. The Systems Analyst researches problems, performs systems administration functions, and is familiar with a variety of operating systems, hardware platforms, and other technologies.  The Systems Analyst performs project management, system design and implementation, technical documentation, and requirement and customer relationship functions with a focus on efficiency, long-term supportability and overall value.


This position is primarily responsible for diagnostic system utilization and data management, in addition to providing support for interface development, project management, business analysis, consulting, report development, and system administration for line of business applications.


Essential Job Responsibilities:


  1. Project Leadership
    1. Completes work on projects or tasks developing project plans and work plans for moderate to highly complex projects
    2. Analyzes and evaluates existing or proposed systems and devices or modifies procedures to process data and solve problems
    3. Demonstrates service excellence and positive interpersonal relationships in dealing with others, including employees, managers, medical staff, and clients, so that productivity and positive relations are maximized


  1. Application Support / System Administration
    1. Manages and executes application system administration capabilities for moderate to complex systems
    2. Develops long-range roadmap (2-3 years) for complex systems including hardware, software, storage capacity, application lifecycle and budget considerations.
    3. Provides end-to-end support for moderate to highly complex applications
    4. Writes documentation that others can follow to effectively analyze diagnostic information to predict future performance and identify issues that may need to be resolved to ensure the system performs as expected


  1. System Integration
    1. Develops interface specifications between moderate to highly complex applications using an interface-messaging tool
    2. Defines and implements workflow optimizations through the development of interfaces
    3. Act as primary technical resource for interface projects


  1. Database Management / Reporting
    1. Uses data extraction tools and intermediate query language appropriate to the database to run queries, develop ad hoc reports and analyze data
    2. Works with a database technical resource to performs some database maintenance activities to enhance database performance by re-indexing tables and/or synchronizing tables with other data sources
    3. Writes database specifications, including specifications for new fields and custom table builds to support new functionality within an application


  1. Business Process Redesign
    1. Leads users and clients in developing process maps to describe existing workflows and assist users and clients in developing recommendations for improved work processes for moderately to highly complex applications
    2. Makes presentations about applications and/or conducts demonstrations for users, clients and executive audiences
    3. Works with users and clients to develop training programs for applications
    4. Develops customer application level SLAs and communication flows


  1. Project Support
    1. Utilize the organization Project Management methodology to document project dependencies, schedules, and track resources, manage issues and provide status reports
    2. Leads project teams in implementing projects
    3. Mentors others in the use of organizational project tools


  1. Consulting (IT Focus)
    1. Leads efforts to assess requirements for system implementations, expansions and upgrades for moderate to highly complex multi-application systems


  1. Long-Term System Planning
    1. Develops long-range roadmap (2-3 years) for highly complex systems including hardware, software, storage capacity, application lifecycle and budget considerations.


  1. Final Accountability for the Overall System Health and Operations
    1. Manages and executes application system administration capabilities for highly complex systems


  1. Manages Technology Planning and Solutions
    1. Establishes technical standards and methods for the department.

Minimum Qualifications:

  1. Bachelor’s degree in Computer Science or Information Systems, 5 years working in a laboratory environment or equivalent experience
  1. Excellent oral and written communication skills with ability to communicate with and persuade both technical and non-technical audiences
  2. Project Management or Program Management experience



Preferred Qualifications:


  1. Experience with Laboratory Information Systems (LIS) or Electronic Medical Record (EMR) solutions
  2. In depth knowledge of HL7 interface engines
  3. Proficient in the development of interfaces using protocols such HL7, X12 and ASTM
  4. Experience working with large datasets, combining data from multiple systems and analyzing data to draw conclusions that have a positive impact on the organization
  5. Experience with MS SQL Server and/or other database servers and related technology
  6. Experience in building, testing, and implementation of new software
  7. Experience in a laboratory/healthcare or similarly regulated setting with experience/exposure to HIPAA, SOX and other regulations
