SUMMARY OF POSITION:
The Assistant Technology Manager (Radio) provides operational leadership and technical oversight for ADCOM911’s Radio Department and Public Safety Radio Systems Technicians. This position ensures the availability, resiliency, and performance of mission-critical P25 Motorola radio systems, RF sites, dispatch consoles, and associated backhaul networks. Responsibilities include system programming, lifecycle maintenance, hardware/software upgrades, documentation, resource planning, and coordinating with ADCOM’s Network Team to maintain end-to-end connectivity through fiber-optic and microwave transport. This position is required to participate in scheduled on-call rotations and may act on behalf of the Technology Manager in their absence.
ESSENTIAL DUTIES AND RESPONSIBILITIES:

- Develop and manage the annual Radio Shop budget, including long-term forecasting, 10-year equipment lifecycle planning, and contributions to the agency’s Strategic and Capital Improvement Plans.
- Direct, supervise, and motivate Radio Systems Technicians; provide coaching, mentorship, and skills development.
- Delegate day-to-day assignments and project tasks under the guidance of the Technology Manager.
- Maintain accurate documentation of personnel performance within ADCOM tracking systems and promptly elevate performance concerns to the Technology Manager.
- Maintain and manage the Radio Shop operations calendar, ensuring proper coverage and coordination.
- Maintain, configure, and program P25 radios across all ADCOM agencies, ensuring adherence to templates, encryption policies, and interoperability standards.
- Perform lifecycle maintenance and upgrades on RF sites, console sites, ISSI interfaces, Zone Core servers, and other Motorola ASTRO 25 subsystems.
- Oversee MCC7500 dispatch console infrastructure, logging recorders, and associated peripherals.
- Administer over-the-air programming (OTAP) and ensure accuracy of codeplugs and fleetmapping.
- Coordinate with the Network Team to maintain radio system connectivity, redundancy, and optimal utilization of fiber and microwave backhaul paths.
- Develop and implement preventive maintenance schedules for radio site RF infrastructure. Monitor preventative maintenance schedules for environmental control systems and emergency backup power systems (generators, UPS, batteries).
- Maintain current documentation for all system configurations, changes, firmware/software levels, maintenance records, diagrams, and change control logs.
- Coordinate vendor support, warranty repairs, troubleshooting escalations, and major incident response activities.
- Ensure compliance with CJIS, NIST-aligned security requirements, and ADCOM internal policies.
- Represent ADCOM at committees, workgroups, and technical forums including FRCC, Region 7 700/800 RPC, PSCS, NCR Communications Committee, Police Task Force, Fire Task Force, and others as assigned or in the Technology Manager’s absence.
- Collaborate with partner agencies to identify operational needs, enhance interoperability, and propose technical solutions based on system analytics and field feedback.
- Develop cross-departmental action plans to support system enhancements, resiliency improvements, and long-term planning.
- Identify member agency needs and evaluate technical solutions that support improved system coverage, performance, and reliability.
- Support long-term continuity planning and expansion opportunities for radio system infrastructure.
- Act on behalf of the Technology Manager during absences, providing continuity of leadership and operational decision-making.
- Participate in a rotating 24x7 on-call support schedule.
- Perform other duties as assigned.
