StarCare Specialty Health System (StarCare) seeks to invite an accomplished human resources executive to join its Senior Management Team as StarCare’s Human Resources Director.  The perfect candidate must have vast (at least 5 years) paid human resources experience, ideally in an executive leadership or senior management capacity within a governmental, public or not-for-profit health care organization.  The candidate will also have an in-depth, working knowledge of laws related to human resource management, as well as direct experience developing and implementing innovative recruitment and retention programs.  The Human Resources Director will be tasked to develop and implement an integrated, strategic human resource management plan to elevate the professionalism of StarCare’s public image as a high-quality specialty health care employer and, most importantly, strengthen the expertise of StarCare’s workforce.  Of critical importance, the Human Resources Director will work to immediately and fully implement StarCare’s electronic human resource management platform.  The Human Resources Director will simultaneously be responsible for assembling and leading StarCare’s Human Resources Department, the primary function of which is to oversee all aspects of StarCare’s human resource management, including but not limited to recruitment, retention, compensation and benefits planning, performance management, credentialing, employee assistance, staff development and training, etc. The Human Resources Director will work in a hybrid work environment (combination of remote and on-site) but must be able to work on-site when job duties require or when requested by Senior Leadership.

Hours: This is an EXEMPT position with normal work hours from 8:00 am – 5:00 pm, Monday through Friday, with flexibility & additional hours as needed to meet program needs.


Master’s degree in business administration, human resource management, organizational behavior or the like from an accredited university and no less than five (5) years of upper level human resource management experience. In lieu of a master’s degree, StarCare will consider a bachelor’s degree in the aforementioned fields with SHRM-SCP or SHRM-CP certification and no less than five (5) years of upper level human resource management experience. The ideal candidate will be extremely articulate, personable and have excellent oral and written communication skills.  Candidates must: have high energy and thrive on concurrently leading multiple key initiatives; possess a strong, proven track record of innovation and implementation success in the field of human resources management; be a relationship builder with the flexibility and finesse to lead and manage by influence and have the ability to critically think and work at both strategic and tactical levels; have experience implementing and using electronic human resources management systems such as Paycom; have experience in governmental, public or not-for-profit health care delivery systems, and be very knowledgeable of laws related to human resource management; and live in the Lubbock area.
