The Downtown Women’s Center (DWC) seeks a full-time Program Manager to provide oversight of an innovative program dedicated to implementing the recommendations of the Ad-Hoc Committee on Black People Experiencing Homelessness and the Ad- Hoc Committee on Women Experiencing Homelessness, that is designed to quickly and permanently house the most vulnerable women of Skid Row. The Project 100 Manager will oversee the program development and implementation of Project 100, which is a collaboration between Downtown Women’s Center, the Mayor’s Office, City Council, and other homeless service sector partners. Project 100 is focused on providing culturally responsive services to unhoused women, living on Skid Row, who have experienced long-term homelessness and have been historically underserved by traditional housing programs. The Project 100 Manager will provide outreach to Skid Row neighborhood agencies and lead a staff of advanced case managers and outreach workers. The Project 100 Manager should have a strong understanding of communities that are disproportionately represented in homelessness, cultural humility, and providing culturally responsive services; and be skilled in staff supervision, case management, housing, outreach and team building. The Project 100 Manager is part of DWC’s Housing Department and reports to the Director of Housing.
- Develop and implement a program model based on the recommendations from the Ad-Hoc Committees on Black People Experiencing Homelessness and Ad-Hoc Committee on Women Experiencing Homelessness
- Utilize program development skills to build a program from the ground up, which seeks to be a model for providing long term housing stability, implementing trauma informed care, ensuring racial equity and eliminating implicit bias in the homeless service delivery system
- Provide culturally responsive and trauma informed supervision to a team of field-based staff who will provide housing placement, case management, and treatment planning to unaccompanied women who are residing on Skid Row
- Build relationships with local social service agencies to provide education about Project 100 and build referral sources
- Accompany Case Managers and Community Engagement Specialist in conducting street outreach to engage women who might be a good fit for the program and to establish an enrollment list
- Work closely with DWC’s Workforce Development Department and other benefits and employment providers to support clients in increasing their income opportunities
- Work closely with Project 100 staff and the Director of housing to ensure that at least 100 women receive services and are housed within one year of the program commencing
- Build relationships with landlords to support staff in securing housing placements for clients and ensuring stability
- Provide effective crisis management skills and conflict resolutions skills
- Lead efforts to improve and maintain team morale by celebrating milestones, cultivating staff potential, encouraging a sense of role ownership in staff members and creative team-building
- Conduct and/or schedule staff and community trainings as needed to ensure team members and the community have needed support and information to provide culturally competent, trauma-informed housing and case management services, and that staff have opportunities for professional development
- Clearly and effectively communicate program and agency requirements to staff members
- Provide effective communication of staff and client needs to Housing Director
- Present publicly at conferences, trainings, or in response to media requests
- Lead hiring and onboarding processes to ensure any open positions are filled in a timely manner and functioning with full caseloads
- Work closely with the Director of Housing to ensure that the program is efficient, effective, low-barrier and meeting funding expectations
- Provide oversight of supportive services, including field-based home visits, transportation of client to appointments, housing navigation services and provision of monetary assistance
- Participate as part of program planning committees
- Work to effectively meet clients’ needs and resolve individual barriers through advocacy and collaboration with DWC staff and other community service providers
- Review and ensure production of high quality progress notes, psychosocial assessments, treatment plans and intake packets are completed
- Hold case managers to deadlines on weekly, monthly and as needed basis
- Ensure compliance and program model fidelity
- Ensure quarterly peer chart review is completed and corrected in a timely manner
- Provide supervision and guidance to interns and volunteers in the provision of services to clients
- Develop and maintain relationships with clients, staff and local service providers, participate in community meetings pertaining to services benefiting clients, and serve as a representative of DWC at community events
- Engage staff members with wider DWC culture and communicate systems-level issues and changes in real time
- Be an ambassador of DWC and its mission and values by participating in community meetings/events
- Provide regular, written reports to the Director of Housing and additional reports as assigned
- Additional duties as assigned

This job operates in a professional office environment, and provides home/field visitation, as needed. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus. Position Type and Expected Hours of Work
This is a full-time exempt position. Days and hours of work are Monday- Friday 8:30 AM- 5:00 PM; with flexibility to work during non-scheduled days and evenings when necessary.
