Position Sumary

Summary 

The Downtown Women’s Center (DWC) seeks a full-time Program Manager to provide oversight of an innovative program dedicated to implementing the recommendations of the Ad-Hoc Committee on Black People Experiencing Homelessness and the Ad- Hoc Committee on Women Experiencing Homelessness, that is designed to quickly and permanently house the most vulnerable women of Skid Row. The Project 100 Manager will oversee the program development and implementation of Project 100, which is a collaboration between Downtown Women’s Center, the Mayor’s Office, City Council, and other homeless service sector partners.  Project 100 is focused on providing culturally responsive services to unhoused women, living on Skid Row, who have experienced long-term homelessness and have been historically underserved by traditional housing programs. The Project 100 Manager will provide outreach to Skid Row neighborhood agencies and lead a staff of advanced case managers and outreach workers. The Project 100 Manager should have a strong understanding of communities that are disproportionately represented in homelessness, cultural humility, and providing culturally responsive services; and be skilled in staff supervision, case management, housing, outreach and team building. The Project 100 Manager is part of DWC’s Housing Department and reports to the Director of Housing.

Essential Functions

  1. Develop and implement a program model based on the recommendations from the Ad-Hoc Committees on Black People Experiencing Homelessness and Ad-Hoc Committee on Women Experiencing Homelessness
  2. Utilize program development skills to build a program from the ground up, which seeks to be a model for providing long term housing stability, implementing trauma informed care, ensuring racial equity and eliminating implicit bias in the homeless service delivery system
  3. Provide culturally responsive and trauma informed supervision to a team of field-based staff who will provide housing placement, case management, and treatment planning to unaccompanied women who are residing on Skid Row
  4. Build relationships with local social service agencies to provide education about Project 100 and build referral sources
  5. Accompany Case Managers and Community Engagement Specialist in conducting street outreach to engage women who might be a good fit for the program and to establish an enrollment list
  6. Work closely with DWC’s Workforce Development Department and other benefits and employment providers to support clients in increasing their income opportunities
  7. Work closely with Project 100 staff and the Director of housing to ensure that at least 100 women receive services and are housed within one year of the program commencing
  8. Build relationships with landlords to support staff in securing housing placements for clients and ensuring stability
  9. Provide effective crisis management skills and conflict resolutions skills
  10. Lead efforts to improve and maintain team morale by celebrating milestones, cultivating staff potential, encouraging a sense of role ownership in staff members and creative team-building
  11. Conduct and/or schedule staff and community trainings as needed to ensure team members and the community have needed support and information to provide culturally competent, trauma-informed housing and case management services, and that staff have opportunities for professional development
  12. Clearly and effectively communicate program and agency requirements to staff members
  13. Provide effective communication of staff and client needs to Housing Director
  14. Present publicly at conferences, trainings, or in response to media requests
  15. Lead hiring and onboarding processes to ensure any open positions are filled in a timely manner and functioning with full caseloads
  16. Work closely with the Director of Housing to ensure that the program is efficient, effective, low-barrier and meeting funding expectations
  17. Provide oversight of supportive services, including field-based home visits, transportation of client to appointments, housing navigation services and provision of monetary assistance
  18. Participate as part of program planning committees
  19. Work to effectively meet clients’ needs and resolve individual barriers through advocacy and collaboration with DWC staff and other community service providers
  20. Review and ensure production of high quality progress notes, psychosocial assessments, treatment plans and intake packets are completed
  21. Hold case managers to deadlines on weekly, monthly and as needed basis
  22. Ensure compliance and program model fidelity
  23. Ensure quarterly peer chart review is completed and corrected in a timely manner
  24. Provide supervision and guidance to interns and volunteers in the provision of services to clients
  25. Develop and maintain relationships with clients, staff and local service providers, participate in community meetings pertaining to services benefiting clients, and serve as a representative of DWC at community events
  26. Engage staff members with wider DWC culture and communicate systems-level issues and changes in real time
  27. Be an ambassador of DWC and its mission and values by participating in community meetings/events
  28. Provide regular, written reports to the Director of Housing and additional reports as assigned
  29. Additional duties as assigned

Supervisory Responsibility 

This position has supervisory responsibilities.

Work Environment

This job operates in a professional office environment, and provides home/field visitation, as needed. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary.

Position Type and Expected Hours of Work 

This is a full-time exempt position. Days and hours of work are Monday- Friday 8:30 AM- 5:00 PM; with flexibility to work during non-scheduled days and evenings when necessary.

Travel 

Travel to appointments, meetings, and trainings will be required

Qualifications

Required Education and Experience 

  • High School Diploma; education in Cultural Studies is a plus.
  • Experience working in the homeless services sector preferred
  • Supervisory experience in a social service setting and managing a team required
  • Experience with program development preferred
  • Experience as a clinician or case manager with similar population preferred
  • Experience working in homeless services and familiarity with the Skid Row community strongly preferred
  • Experience with crisis management and conflict resolutions
  • Lived experience is a strong plus

Required Knowledge/Skills/Position Qualifications

  1. Strong knowledge of the complexity of poverty and women’s homelessness, multi-culturalism and diversity, trauma, health and mental health issues, substance abuse and older adults; familiarity with permanent supportive housing model and evidence-based practices
  2. Knowledge of communities that are disproportionately represented in the homeless population (communities of color, LGBTQ+ etc.)
  3. Understanding of systemic oppression and macro-level issues contributing to homelessness
  4. Ability to provide culturally competent/responsive training, services and supervision
  5. Familiarity with permanent supportive housing model and evidence-based practices including Trauma-Informed Care and Critical Time Intervention, preferred
  6. Familiarity with Housing First model, Motivational Interviewing, Harm Reduction and other evidence-based practices, preferred
  7. Knowledge of community resources preferred
  8. Excellent judgement, active listening, crisis intervention skills, problem solving skills, and a solution-oriented attitude
  9. Strong interpersonal, written, and oral communication skills; proven ability to communicate with diverse audiences
  10. Flexibility to manage multiple tasks and priorities, while utilizing a diverse skill set including public speaking, proficiency in balancing direct service responsibilities with data management responsibilities, and quality assurance
  11. Strong administrative skills and proficiency in Microsoft Office Suite (Word, Excel, Outlook) required
  12. Ability to be flexible with hours when needed
  13. Lived experience is a strong plus
  14. Current valid California state driver’s license, comprehensive insurance, and good driving record
  15. Demonstrated ability to establish priorities, implement plans, and meet deadlines
