POSITION TITLE: Mobile Operations Manager

DEPARTMENT: Community Health Services

PROGRAM: Mobile

REPORTS TO: Clinical Health Director

FLSA STATUS: 1.0 FTE, Exempt, Non- Union

COMPENSATION: $80,000.00- $90,000.00 (DOE)

POSITION OVERVIEW:

The Mobile Operations Manager will provide leadership for Community Health Services Teams that are designed to be primarily field-based, including but not limited to Mobile Vaccination Services, School-Based Testing Services, and Home-Based Vaccination Services, to ensure that team leads manage and provide services that comply with site protocols and contract requirements, with an emphasis on ensuring that the residents are treated with a high-quality of care and cultural-responsiveness and that operations are conducted efficiently. This individual will have daily interaction with lead staff that report to them and will spend substantial time with each team at least twice throughout the week to ensure the quality of optimization of La Familia operations and to support partner relationships. This individual will also act as the primary point of contact for funders of these contracts and will be expected to attend several funder meetings per week.

 

Essential Job Functions and Responsibilities:

 

Daily Operations:           

  • Supervise execution of operations according to operations manual and use critical thinking skills to determine appropriate exceptions.
  • Ensure the maintenance of physical layout and processes of sites, including traffic flow for cars and pedestrians, and oversee compliance with all safety protocols.
  • Facilitate positive patient experience through process management, interpersonal conflict management, and de-escalation.
  • Manage crisis responses, including timely communications with Clinical Health Director and La Familia Executive Leadership
  • Develop and manage staff schedules, including daily rosters, position and task assignments, and coordinating break and lunch schedules.
  • Oversee timely results delivery through maintenance of strong relationships with the Data Team.
  • Oversee and regulate inventory of PPE, testing, and office supplies.
  • Coordinate with the Data Administration Team to support relationships with all vendors and stakeholders for sites, including testing laboratories.

Medical Quality Assurance:

  • Provide training and orientation on testing techniques and protocols for incoming testing personnel.
  • Assesses for staff skill and effectiveness on an ongoing basis and provides additional training as needed.
  • Implement quality assurance mechanisms to ensure proper testing technique is used.
  • Liaison with the Chief Medical Officer and Clinical Health Director to adapt protocols to field-based operations as necessary

Staff Supervision:

  • Leads as hiring manager for the site including: recruitment, interviewing, selection, onboarding, and training.
  • Provides rotating in-person leadership and ensures quality supervision for testers, pre- screeners/registration staff, clinicians, and provides support and feedback as necessary to the Data Team to ensure that services and duties are being performed at the highest possible quality.
  • Manages processes to ensure staff meet productivity expectations, providing training, resources, coaching, and progressive discipline as needed.
  • Ensures quality training (at on-boarding and continuously) for all necessary skills and competencies for program staff to achieve productivity and quality standards.
  • Leads and attends regular staff meetings, supervision meetings, and trainings.
  • Ensures that assigned staff follow all agency policies and procedures through providing on-going education and reminders on agency policies and procedures and providing coaching and accountability around violations in a timely manner, with an emphasis on Quality Improvement, Health Information Portability and Accountability Act (HIPAA), and other compliance policies and procedures as set by La Familia and the funder.

Contract Management:

  • Serve as a liaison with all funders on all programmatic and operations issues.
  • Attend all funder-required meetings, events, and trainings.
  • Ensure delivery of program elements in compliance with contract language.
  • Submit all necessary documents and reports to funder by deadlines.
  • Work with supervisor and La Familia Administration to ensure appropriate contract expenditures.

Other:

  • Track and regularly report on key metrics for the site
  • Oversee clinical and non-clinical interns to ensure their contributions are supportive and appropriate to their scope
  • Continuously improve the agency’s capacity by monitoring publications and Alameda County Public Health Announcements and attending relevant meetings directly or through a proxy to gather new information
  • Other duties as assigned by the Clinical Health Director

QUALIFICATIONS & EXPERIENCE:

  • Bachelor Degree or Masters Degree in Nursing; recent graduate
  • Pass the National Council Licensure Examination or NCLEX- RN
  • Bilingual Spanish/English Strongly Preferred
  • Knowledge of and at least 2+ years’ experience working with vulnerable community members and/or infectious disease
  • 2+ years’ experience in a supervisor or personnel management role
  • Ability to establish and maintain effective working relationships with community members and staff of all levels.
  • Ability to work independently, demonstrating excellent critical thinking skills and professional judgement
  • Demonstrates and models excellent “customer service” orientation, especially in the ability to interact with people at all levels within and outside the agency.

  • Exercises extreme discretion with the ability to hold, balance and transmit public and confidential information needed by various parties.
  • Proficient using MS Office products, particularly Word, Excel, Outlook and PowerPoint.
  • Acquires or maintains proficiency in using Google Drive products, including Docs, Sheets, and Forms, and SLACK
  • Valid CA Driver’s license
    • Auto insurance:  Personal vehicle may be used for business related purposes; it is recommended you inform your auto insurance carrier.  
  • Proof of COVID Vaccination required

WORKING CONDITIONS and JOB SETTING

  • Ability to occasionally or frequently stand, walk, sit and reach with hands and arms above shoulders
