Job Summary

Core Bank has community at its heart. We want to create healthy communities with an emphasis on financial wellbeing to help more deserving families achieve homeownership, especially within low- and moderate-income (LMI) and minority or underserved neighborhoods.


The Community Development Officer's primary responsibility is to understand credit needs in the Core Bank Assessment Areas (AA) and to work with community partners to help LMI individuals and families achieve financial stability and make the dream of homeownership a reality. In this role, you will perform outreach in lower income communities, establish and manage community partnerships, and originate affordable home loans. You will also identify other community development loan and investment needs for referral to other Core Bank lenders and inspire other Core Bank employees to get involved in the community by providing Community Reinvestment Act (CRA) qualified services. The perfect candidate will have prior community development program and sales experience with a passion for working with various government agency and community partners to provide safe, affordable housing loans and lower-cost deposit products/services. Successful candidates will be aware of and understand the needs of LMI individuals and families and a desire to create financial solutions that meet those needs.


Primary Functions

  1. Originate quality home or home improvement loans for 1-4 family properties in the banks AA with a focus on affordable home loan programs.
  2. Ensure all community partners in the banks AA are aware of Core Bank CRA qualified products/services.
  3. Manage affordable housing programs offered through government and other external agencies and Core Bank community partners to enhance the banks existing affordable housing programs. Work with community partners to increase CRA qualified mortgage loan volume to satisfy the banks CRA performance goals and objectives.
  4. Manage relationships with nonprofit housing groups, state and local housing offices, community based affordable housing organizations and other Core Bank community partners to increase awareness of, and provide affordable housing loans, and other Core Bank products/services within the banks AA.
  5. Monitor and analyze Core Banks mortgage lending performance to identify LMI individuals that qualify for conventional loan products. Work with Core Bank community partners and other bank mortgage originators to migrate these customers into lower cost, affordable products.
  6. Work with various Core Bank community partners to prepare applicants to qualify for home loan or other products designed to improve their financial wellbeing. Examples include individual development accounts (IDA), BankOn or similar deposit accounts, community development loans, and small business loans.
  7. Coordinate and conduct, with community partners, mortgage originators, and other bank staff, first-time homebuyer, credit counseling, small business, and other financial wellness or literacy workshops that satisfy the bank's CRA performance goals and objectives.
  8. Stay up-to-date on emerging CRA and fair lending issues and regulatory news. Serve as a resource for the sales team and other bank employees to increase awareness/recognition of CRA qualified activities.
  9. Track and assist with reporting of the banks affordable housing and community development product volume to ensure compliance with CRA performance goals and objectives. Review reporting to help develop CRA related product goals and metrics.


Secondary Functions

  1. Assists with the development of affordable housing programs and other products/services designed to improve financial wellness or increase banking services to un/under-banked individuals and families in the Banks AA.
  2. Assist with development of, and meet CRA lending related goals and objectives.
  3. Help identify other credit needs and CRA related opportunities in the banks AA. Assist with research and development of bank products/services that are designed to meet credit needs in the banks AA, and advise on how the bank may use them to achieve its affordable housing and CRA related goals and objectives.
  4. Work with other Core Bank staff to provide CRA qualified activities such as small business loans, community development loans, investments or services to women and minority owned institutions, tax increment financing projects, and other community development services or investments.
  5. Remain abreast of, and up-to-date on the latest economic development issues and community needs in order to recommend community development goals and objectives to executive leadership.
  6. Attend educational seminars, conferences, and peer forums on affordable housing, identifying community needs, developing innovative and creative CRA qualified products/services, etc. Provide additional education and knowledge sharing to fellow Core Bank employees.
  • Knowledge of the CRA, as it relates to lending, and knowledge of various grants and subsidy programs plus prior mortgage lending and community development banking related experience required.
  • Affordable home loan program experience either in development or sales/origination;
  • Experience in or with government or charitable community organizations with a focus on affordable housing and community services targeted at low- and moderate-income individuals; and
  • Experience with or capable to review and analyze community development lending and fair lending related data in order to recommend solutions for providing creative and innovative loan and deposit products/services in the banks AA
  • Previous branch management or lending management experience is desired
  • Excellent customer service and communication skills
  • Proven success in previous sales-oriented and/or business development roles
  • High school diploma or equivalent
  • Bilingual (Spanish) preferred
