Essential Duties and Responsibilities

A key member of the Program Strategy and Engagement team, the Program Strategy and Engagement Specialist positively impacts overall membership retention and recruitment through market-driven program innovation and volunteer support. Relationship-driven and results-oriented, this position will collaborate both internally and externally to maximize capacity for program delivery.


  • Expand the Council’s programmatic reach in support of the Girl Scout mission and Girl Scouts Heart of Central California (GSHCC) goals through program delivery for current and prospective Girl Scout members, volunteers, and member families
  • Work with regional staff teams to assess need for programs, training and partnerships in the council’s 18 counties, focusing on program development, membership experience, and market growth
  • Serve as subject matter expert on Girl Scout programming and ensure consistent customer experience across all programs
  • Ensure program compliance with Girl Scouts Safety Activity Checkpoints, GSHCC policies, human relations, sensitive issues, and other guidelines, and that participation in program events is inclusive and representative of all jurisdictions within the Council
  • Under the guidance of manager execute programs and trainings from start to finish; planning, budgeting, preparing reports, tracking girls served, and other administrative duties as assigned
  • Support the execution of program partnerships including but not limited to, marketing, registration, information letters, volunteer recruitment and coordination, program supplies, and training
  • Develop curriculum, resources, and training, utilizing partnerships when applicable, which simplify and support the volunteer experience empowering volunteers to diversify activities with girls and deliver programs with ease
  • Plan, execute, and support council-wide signature events, in collaboration with community partners and other GSHCC departments, and develop new opportunities as requested (e.g. STEM expo, Outdoor Adventure Campout, Get Outside Challenge, Climate Action Month, etc.)
  • Collaborate with team members to maintain program supplies and equipment, including maintenance and repair of gear and program vehicles, collaborating with properties team as needed.
  • Collaborate with team members to coordinate the tidiness, stocking of supplies, kits, tools, and cleaning of regional STEM Center + Maker Space
  • Develop content and increase utilization of online council-wide activity resources, including delivery of virtual programming
  • Serve as a positive role model in support of organizational strategy and objectives; and grow leadership capacity of organization, including but not limited to participating in council-wide action teams as needed
  • Collaborate effectively with all GSHCC departments to promote program delivery and support
  • Consistently provide direct service to girls ages K-12, including evenings, weekends and overnight opportunities



  • Bachelor’s Degree or equivalent work experience in a related field
  • At least 2+ years of experience in a related field, such as program sales, group facilitation, youth programming, customer service, volunteer coordination, and/or risk management
  • Knowledge of, or willingness to learn and adhere to all organizational and department policies and procedures
  • Able to manage up, engaging other staff and organizational stakeholders when solving problems and/or making decisions
  • Able to manage a wide variety of projects simultaneously
  • Able to establish and maintain effective working relationships with volunteers, staff, vendors and girl members
  • Flexible and willing to adapt to changes that may need to be made to programs, locations, or other aspects of plan of work
  • Excellent organizational skills with attention to detail
  • High level of interpersonal and customer service skills
  • Excellent written and oral communication skills
  • Able to keep accurate records
  • Able to communicate clearly in one-on-one or group situations and represent GSHCC publicly
  • Access to reliable transportation; position includes work-related travel
  • Willing to work a flexible schedule including weekends, holidays, evenings and overnight events as needed and travel as required
  • Able and willing to drive Mobile STEM Center + Maker Space
  • Able and willing to acquire and maintain relevant certifications, including but not limited to: First Aid/CPR



  • Strong computer skills in Microsoft Office, Outlook, and a customer relationship management system such as Salesforce
  • Bilingual (English/Spanish) skills preferred
  • Demonstrate a commitment to recognize and respect the many forms of diversity
  • Believe in the aims and purpose of the Girl Scout movement and be willing to subscribe to the principles expressed in the Promise and Law and in the purpose of Girl Scouting
  • Valid California driver’s license, a clean driving record, and proof of insurance
  • Available for council-required events (i.e. Annual Meeting, Mega-drop, etc)
  • Able to lift and carry 25 pounds
