Job summary:

The Impact and Evaluation Manager is responsible for the evaluation portfolio of GSNETX Girl Scout initiatives. The evaluation agenda aims to provide insights on the effectiveness of new and existing Girl Scout programs and strategies for the continuous improvement of established outcomes in an effort to build girls of courage, confidence, and character who make the world a better place.  The position reports to the Director of Girl Programs. 

Primary responsibilities include:

  • Manage council outcomes evaluation and research: 
    • Manage all aspects of council outcomes evaluation, analysis, and reporting in accordance with GSUSA methodology, GSUSA Voices Count survey, and council needs. 
    • Design and manage implementation of impact models (logic models) as appropriate. 
    • Collaborate with colleagues, GSRI, and evaluators from other councils to identify research needs, implement evaluation processes, and support growth across the Girl Scout movement. 
  • Manage Girl Experience programming evaluation: 
    • Lead a cohesive, ongoing strategy and system to collect, analyze, report, and apply data around program practice and impact. 
    • Collaborate with all Girl Experience departments and Fund Development to ensure the provision of compelling data for all types of funding opportunities, including large, multi-year government grants. 
  • Facilitate deliberate design and data application for effective operations: 
    • Develop processes for gathering, synthesizing and disseminating data and insights to all departments to support evidence-based practices for recruitment, retention, and program impact and to meet operational needs.  Produce reports and give presentations as appropriate to meet these needs. 
    • Lead deliberate design initiative and provide training, resources, and technical assistance to build staff capacity for strategic and impactful work. 
    • Lead collaborations with teams across the organization to develop systems for advancing work for maximum impact. 
    • Serve as the primary council resource on survey/evaluation methodology, data analysis, data reporting and visualization, and data interpretation. 
  • Maintain data quality: 
    • Manage data integrity, risks associated with data collection, and confidentiality of personally identifiable information and other sensitive data.

Minimum requirements:

  • Bachelor’s degree required.
  • Minimum of 4 years’ demonstrable experience conducting evaluation, analyzing data, and reporting results.
  • Proven ability to analyze information, summarize findings, and present data in ways easily understandable to varied stakeholders and decision makers.
  • Proficiency with Qualtrics survey platform for data collection, automated actions, and reporting.
  • Demonstrated ability to forge partnerships and to develop systems and processes.
  • Must be able to travel within established geographic areas and council service centers, as necessary. 
  • Must have reliable transportation, hold a valid drivers’ license and meet GSNETX driving record & automobile insurance requirements.
  • Must hold membership in the Girl Scout organization and subscribe to the tenets of the Girl Scout Promise and Law.
  • Must complete and pass a criminal background check. 

Preferred qualifications:

  • Advanced degree preferred, with emphasis on data application.  
  • Strong data visualization and communication skills.  Proficiency in SPSS statistical processor an asset. 
  • Disciplined and creative.  Capable of using data to uncover opportunities for growth and innovation across all teams. 
  • Strong time management and organizational skills.  Ability to manage tasks independently and to meet deadlines. 
  • Excellent verbal and written communication skills. 
  • Demonstrate and promote a climate of courtesy, respect and professionalism to coworkers, the volunteers served by this council, and others with whom her/his job puts her/him in contact 
  • Willingness to work a flexible schedule, including occasional evenings and weekends.
