The Jacksonville Aviation Authority (JAA) welcomes applications for the Accounting Manager position through midnight on Sunday, July 3, 2022.

This is professional accounting work at the managerial level planning, coordinating and directing accounting programs. Work requires seasoned understanding and application of accounting and financial management theories, principles and practices which is gained through a combination of education, training and substantial on-the-job experience. Supervises subordinates by approving, assigning, monitoring, reviewing and evaluating their work. This position requires skills in understanding people, sensitivity to others points of view, persuasiveness and/or assertiveness are often required to influence behavior, change an opinion or turn a situation around. The work is governed by clearly defined policies and accounting principles and the employee is required to exercise judgement in determining how to accomplish program objectives. The work requires the use of judgement in searching for solutions or new applications within ones known experiences. Work is performed in an office environment. Operates a computer using word processing, spreadsheet, database and various accounting software. The work is performed under administrative direction where it is subject to operating plans, objectives, functional policies and precedents and the employee is given freedom to determine how and when results are achieved. The work is reviewed in terms of feasibility, compatibility with other work projects and effectiveness in meeting requirements or expected results.

Essential Functions

• Provides direct assistance to the Director of Accounting in all areas of financial reporting, budgeting and supervision of accounting staff.
• Assists in implementing the CFOs investment directions and manages investment functions to ensure compliance with JAAs investment policy.
• Manages the work of the accounting staff, continually providing constructive feedback to encourage development and improvement.
• Oversees the month-end closing of financial modules and prepares monthly financial statements for management and the JAA Board of Directors.
• Reviews and approves accounting transactions prepared by Senior and Staff Accountants.
• Prepares and forecasts annual budget by leading and coordinating accounting staff in establishment of Zero-Base Budget for each department and being the liaison with department managers regarding their respective budgets.
• Oversees the preparation of bi-weekly payroll and special reports.
• Test software upgrades and authorizes release to production.
• Assists Director of Accounting with annual audits and works with external auditors to compile financial reports.
• Participates in the preparation of the Annual Comprehensive Financial Report.
• Monitors departmental processes and procedures to identify opportunities for improvement and recommend appropriate actions.
• Provides oversight in areas of payroll, accounts payable, collections, accounts receivable, cash management, fixed assets and general ledger.
• Provides guidance and on-going training to subordinates on advanced accounting principles.
• Performs other duties as required.
• Develops strong relationship with Operations and become a strategic partner to develop, promote, and support new and existing organizational goals and objectives.

Knowledge, Skills & Abilities

• Knowledge of accounting and auditing principles, practices, procedures, methods and theory.
• Knowledge of laws, rules and policies governing payroll, leave, fiscal and accounting books, records and accounts.
• Knowledge of management methods, techniques and practices.
• Knowledge of MS office applications, accounting software and ADP payroll software.
• Knowledge of automated accounting systems and their applications.

Required Education & Experience

• Bachelors degree in Accounting or Finance and
• 6 years of accounting experience, including at least 3 years in a supervisory role.

Preferred Education & Experience

• 8 or more years of accounting experience.

Licenses & Certifications

• Must be able to obtain and maintain a Security Identification Display Area (SIDA) badge

• Florida Class E Drivers License may be required and must be maintained

Physical Demands

The physical demands consist of moving from one work location to another, sitting or standing at a work station for extended periods of time and may involve lifting objects weighing up to 15 pounds.
