Job Description

Summary

Under direction of the Clinical and Outreach Manager, supervise and manage all aspects of the Family Resource Center (FRC). 

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

       Program Administration

  • Oversee day to day operation of FRC site
  • Supervises and coordinates community based client referral staff and programs with FRC partners to ensure services are delivered with sensitivity to the effects of trauma experienced by clients, and with an emphasis on emotional and economic self-sufficiency. 
  • Maintain knowledge and expertise in the areas of internal and external community and social programs available to clients, including temporary housing, therapeutic and counseling services, health and wellness, job placement, child care and transportation assistance, financial management and other relevant referral programs and services.
  • Coordinates staff training, schedules and time off requests; monitoring of client files, evaluation of data, data entry, and monitoring of administration files.
  • Assist with developing, communicating, and implementing policies, procedures, and safety guidelines in compliance with regulations and in alignment with Human Options mission and core values and the employee handbook
  • Communicate and provide context to relevant and pertinent information and messaging throughout the organization, providing feedback opportunities to/from program staff
  • Serve as Acting Program Manager when Program Manager and Therapeutic Program Supervisor are unavailable or away for any length of time.
  • Create and foster teamwork, accountability, commitment to excellence and continuous improvement in service delivery and client outcomes, within the program and across the agency
  • Provide crisis intervention, assessment, case management, counseling, and referrals to clients as needed.
    • Document all interactions with clients and follow up with proper documentation in files to enable proper data collection.
    • Assess client needs and provide services and/or resources as appropriate.
  • Provide direct service as needed and appropriate (donors, DV victims and their families, partners, contract and grant administrators, funders, etc.)
  • Provide direct supervision to staff, interns, and volunteers, as appropriate, as well as assigning tasks and clarifying roles within the program
    • Supervise, coach, train, evaluate and develop administrative and advocacy staff to assure clients are receiving services and referrals in alignment with the principals of Trauma Informed Care.
    • Promote employee professional and internal career path development and identify team and individual training opportunities.  Coach staff to ensure that training and professional development is regularly implemented and incorporated into tangible and measurable on-the-job efficiencies and effectiveness.
  • Assist with recruitment, hiring and onboarding of staff
  • Communicate program and staff success and challenges to program manager and provide/implement recommendations as needed
  • Engage staff in problem-solving challenges and  barriers, and communicate results to program director
  • Provide agency-wide on-call services for clients in crisis after hours and on weekends and holidays, as necessary.

  • Act as a community ambassador for Human Options and domestic violence awareness
  • Carry out special projects and other duties as assigned.

Community Collaboration/Teamwork:

  • FRC Supervisor maintains exceptional knowledge of, and effectively establishes/manages local community partnerships relative to, internal and external services available to victims of domestic violence, including therapeutic, child care, housing, financial/employment assistance, educational development, vocational training and related programs and services. 
  • Attend & participate in coalition, partnership and community meetings as needed.
  • Facilitate monthly partner Steering Committee meetings
  • Attend monthly FaCT meetings and bring back information to share informed with FRC staff and partners
  • Provide consultation around domestic and family violence to the professional community as needed.
  • Identify new opportunities for collaboration (internal and external) and explore options with program director
  • Maintains collaborative relationships with the community, partners, stakeholders, donors, grantors, etc.

Best Practices and Grant Compliance:

  • Work to meet specific grants outcomes and assist with grant reports and audits as needed
    • Monitor grant contracts and compile required supporting documentation
    • Monitor program budgets and track expenditures
  • Implement regular quality assurance checks (files, paperwork, accurate and complete documentation, timesheets, reimbursements, etc.)
    • Ensure compliance with clinical documentation quality assurance guidelines.
    • Provide quality assurance of the programs
  • Attend agency meetings as required, including evenings and weekends as needed.
  • Maintain the highest levels of accuracy in record-keeping and reporting, ensuring that all client files and documentation are complete and up-to-date, both in the ETO electronic data management system and any paperwork maintained in paper files. Adhere to the Human Options documentation policy.
Qualifications

Qualifications:

  • Masters degree in Social Work or a behavioral science field
  • A minimum of 2 years  of advocacy, case management and/or counseling program administration experience
  • A minimum of 1 year experience in the supervision of staff
  • Knowledgeable about domestic violence
  • Bilingual English/Spanish preferred
  • Budgeting and contract management experience required
  • Adaptability and flexibility while working in a dynamic work environment.
  • Capacity to learn to use and to supervise others to use ETO electronic data management system to document service work
  • Strong in the areas of oral and written communication, positive interpersonal relationship skills, and demonstrated leadership
  • Computer proficiency with Microsoft Office, databases, internet research, comfort in computer network environment.
  • Completion of the 40 Hour Domestic Violence Advocate training preferred (required post-hire if not previously completed).
  • Self-motivated, flexible, a good listener, proactive, and team player
  • Detail oriented and strong time management skills

  • Experience with developing and enhancing community collaborations
  • Experience in program evaluation and in conducting needs assessments
  • Experience developing and giving presentations as a trainer

Work environment is primarily in an office setting. Lift and carry up to 25 pounds up to waist length, extend both arms above the head and/or reach below the waist, stoop, squat, crawl, bend the back to open lower-level filing drawers, or to retrieve stored items.
