Summary:

Under the direction of the Chief Program Officer, effectively manages all facets of Residential services and locations, including the Emergency Shelter and Second/Third Step Transitional Housing in alignment with external trends and partnerships. The Manager will directly manage staff at all residential locations.  This position provides critical leadership to, and partners with, therapeutic staff to ensure services are delivered with sensitivity to the effects of trauma experienced by clients with an emphasis on healing and self-sufficiency. The Residential Services Manager informs and implements strategies and service delivery metrics to assure that all residential services are in compliant with all contractual requirements.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

  • Manages overall program administration including site and staff supervision, and client quality of care. 
  • Assist in the development of policies, procedures, and safety guidelines for the Residential services.
  • Ensures compliance with all (government, funding, clinical) regulations and audits, as well as alignment with Human Options mission and HO core values.
  • Manage the continuum of care throughout all agency residential services and locations
  • Foster a work culture committed to excellence through accountability productivity, and recognition.
  • Works with the Chief Program Officer and Grants Coordinator to secure grants/funding to meet budgetary requirements, including grant writing, monitoring and reporting on outcomes and budgets, and submitting/reviewing data reports.
  • Assist ongoing program development and review, including counseling, legal advocacy, vocational assistance and community outreach. 
  • Partners with Fund Development team to engage volunteers, donors, and in coordinating event speakers.
  • Outreach to community stakeholders and external partners for client services, fund development, network building, and volunteer collaboration within the agency and staff.
  • Recruit, hire, coach/mentor, supervise and manage performance and disciplinary process, as necessary, for employees of the program. Includes effective implementation of Budgetary, Finance and Human Resources policies and procedures.
  • Provide oversight and supervision, as necessary, to volunteers and interns.
  • Supervise and evaluate the program to assure needs of individual clients are met.  Will oversee documentation and client files.
  • Partners with the Data Analyst to ensure client data is accurate and complete.
  • Attend staff, board and community meetings, as appropriate. 
  • Since the Emergency Shelter is a 24-hour operation, availability on weekends and evenings for on-call and emergency coverage is required.
  • Interact effectively with agency stakeholders (donors, DV victims and their families, partners, contract and grant administrators, funders, etc….)
  • Attends events/meetings in an effort to build/cultivate positive working relationships and the development of collaborative partnerships
  • Abide by professional confidentiality guidelines by only sharing client information within the organization when it meets the needs of the client.

Qualifications: Education, Training, and Job Knowledge Requirements:

  • Masters degree in social work, counseling, or a related field required.
  • 2 years management experience, in shelter or residential setting preferred
  • Experience in staff supervision is required
  • Intermediate to advanced-level proficiency in Microsoft Office Suite. 
  • Excellent written and verbal communication skills.
  • Strong knowledge of, and direct experience working with, domestic violence programs and clients.
  • Bilingual Spanish preferred.
  • Licensed Clinical Social Worker or LMFT preferred.
  • Knowledge and experience of program support such as grant writing and community development and collaboration strongly preferred.

ADA Job Characteristics:

Work environment is primarily in an Emergency Shelter program. Able to climb one flight of stairs. Lift and carry up to 25 pounds up to waist length, extend both arms above the head and/or reach below the waist, stoop, squat, crawl, bend the back to open lower-level filing drawers, or to retrieve stored items. Sit and/or stand frequently.  Use fine manipulation (hands and wrist) to operate a keyboard, take notes, complete and file reports, file and copy documents.  Corrected vision to normal range.  Speak in normal vocal tone and range, and communicate clearly and concisely to and with others.  Apply normal reasoning and detail as required in the accomplishment of job duties.
