DWC seeks a full-time Measurement and Evaluation Specialist to support DWC’s data driven approach to ending homelessness. The Specialist is responsible for DWC’s initiative to measure its impact on ending homelessness, compliance with contracts, and reporting on grants. This position provides support to the operations and programmatic departments by ensuring that current systems, policies, and procedures consistently align with intended outcomes. This position is responsible for monitoring and evaluating the metrics outcomes to guide quality assurance and compliance reporting for all program contracts and grants. A successful candidate will have a strong knowledge of data collection and analysis, social service programs, effective outcome measurement, and performance and quality improvement. This position reports to the Sr. Director of Clinical Programs.  

Essential Functions

  1. Implement organizational performance measurement systems that facilitate accurate and reliable information collection and reporting across all programs
  2. Facilitate DWC’s Performance and Quality Improvement process
  3. Coordinate with staff on meeting the monitoring and evaluation requirements
  4. Develop policies and procedures for data collection and quality assurance
  5. Implement new data management systems and participate in qualitative and quantitative data gathering
  6. Oversee the implementation and ongoing use of DWC’s Homeless Management Information System (HMIS)
  7. Provide ongoing training and support to staff on compliance measures, including use of HMIS
  8. Aggregate data for grant reports to private and public funders
  9. Ensure that data collection is matched with funding requirements
  10. Coordinate annual compliance reporting for all affordable housing lenders
  11. Ensure contract compliance; support preparation for external audits
  12. Create and provide reports as needed to assist with internal data analysis and distribution of information to DWC’s Board of Directors  
  13. Research and remain abreast of related studies in parallel sectors, ensuring that DWC is aware of evolving standards as related to homelessness, workforce development, and women’s health
  14. Provide oversight and support to external research and evaluation teams
  15. Other duties as assigned to support the mission of the organization

Supervisory Responsibility 

The Measurement and Evaluation Specialist does not supervise staff.  

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

While performing the duties of this job, the employee is regularly required to talk and hear (e.g., publicly speak and listen to others). Specific vision abilities required by this job include close vision (e.g., ability to see a computer screen) and ability to adjust focus. Job requires the ability to lift up to 20 lbs, including files, open filing cabinets, bending, and standing on a stool as necessary.

Position Type and Expected Hours of Work 

This is a full-time position. Days and hours of work are Monday-Friday from 9:00 a.m.-5:30 p.m.

Travel for conferences and trainings may occur. Travel for local meetings is required.


Required Education and Experience 

Bachelor’s degree in Public Policy, Public Health, Social Work, or Social Science or related field required.

Master’s degree in Public Policy, Public Health, International Development, Social Work, or Social Science or related field preferred.


Required Knowledge/Skills/Position Qualifications

        1. Experience with data analysis, monitoring, and evaluation
        2. Strong analytical and technical skills
        3. Experience with database management and information systems
        4. Strong knowledge of Excel
        5. Experience with HMIS, preferred 
        6. Excellent written and verbal communication
        7. Ability to communicate effectively with diverse stakeholders
        8. Strong attention to detail and accuracy
        9. Demonstrated knowledge and understanding of government funding/grants and contracts preferred
        10. Strong administrative skills and proficiency in Microsoft Office Suite
