POSITION SUMMARY:

 

Reporting to the Director of Finance & Operations the Contracts & Grants Manager will be responsible for coordinating grant proposals; performing all grant related post-award functions; ensuring compliance with grant regulations; educating staff on grant regulations and policies; managing grant and contract databases; serving as the primary point of contact with program managers and funders for grant budgets and budget modifications; and manage contracting and financial monitoring of sub-awards.

                                                                                                              

ESSENTIAL DUTIES AND RESPONSIBILITIES:

 

  • Coordinate grant proposal development with staff and submit grant applications
  • Review grant agreements and communicate requirements to staff
  • Prepare grant reports, monitor grant expenditures and work with program managers on maximizing grant use, including regular communication with the program manager for each grant
  • Monitor budget and budget modification timelines and manage budget and budget modification preparation and submission
  • Prepare monthly invoices
  • Review vendor and consultant agreements against grant requirements
  • Manage and maintain grant and contract database
  • Communicate with fiscal contacts at funding sources for information needed and problem resolution.  Follow up on collection of grants receivable as needed
  • Maintain grant information for funder and auditor review and coordinate audits and reviews requested by funding agencies.  Prepare schedules as required for annual audit
  • Perform grant closeout functions including related journal entries, reconciliations, invoices, and final cost reports.
  • Negotiates contracts on behalf of the organization
  • Conduct sub-award assessments and prepare contract stipulations to program management
  • Serve as financial contact for sub-awardees and provide technical assistance as needed
  • Review sub-award contracts in coordination with program managers
  • Create needed templates for sub-award management based on grant requirements
  • Collect, review and monitor financial reporting from sub-awards and make recommendations to program management
  • Conduct desk audits and other procedures outlined in sub-award contracts.

 

Serve as backup for other positions in the department as needed.

Qualifications

REQUIREMENTS:

 

Training and Experience

Five years accounting experience required in a non-profit or government environment. Familiarity with OMB circulars A-133 and the OMB Omni Circular preferred.  Knowledge of GAAP required.  Bachelor’s degree in accounting or related field required.

 

Knowledge

Microsoft Office including Word, Excel, Outlook. Familiarity with Sharepoint, Adobe Acrobat, Salesforce, and Abila MIP or other accounting software.

 

Knowledge about HIV, health and human rights issues affecting gay and bisexual men and other men who have sex with men, especially for those living in low and middle income countries.

Organize, prioritize and maintain multiple projects simultaneously in a fast-paced, demanding environment; Develop systems and procedures to facilitate the completion of projects and tasks; Communicate effectively, persuasively and professionally with multiple and diverse constituencies; Follow complex directions, analyze budgets, contracts and financial reports; Initiate and complete projects with minimal supervision; Work well independently and as part of a team; Perform auditing functions; Tech savvy and learn software quickly; Proficiency in at least one language other than English preferred.

 

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:

The position requires daily use of personal computer and requires entering, viewing, and revising text and graphics on the computer terminal and on paper. Occasional international and/or domestic travel may be required.  In addition, this position is based in California – United States.
