Healthcare Billing and Revenue Manager

The Fund for Public Health in New York City, (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers.  To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, effect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.

 

PROGRAM OVERVIEW

The Bureau of Equitable Health Systems (BEHS) is a bureau in the Division for Center for Health Equity and Community Wellness at the NYC Department of Health and Mental Hygiene (DOHMH) located at 42-09 28th Street, Long Island City, NY.

 

Our division is devoted to strengthening the Department’s ability to strategically partner with the NYC health care system. The bureau will engage primary care providers and other healthcare organizations to implement evidence-based strategies; leverage information to support planning and technical assistance for providers and payers; advance policy to close the racial equity gap for priority health outcomes; and surface opportunities where health care can influence and connect consumers to social support and address the whole person, beyond physical ailments. The Healthcare System Innovation and Support Team (HSIS) within BEHS operates NYC REACH, helping New York City providers to implement new health care delivery models and quality initiatives, participate in payment reform programs, and connect to community and health resources to support their patients. POSITION OVERVIEW

BEHS is seeking a Healthcare Billing and Revenue Manager to lead and develop support for practices and NYC REACH programs. This is a highly collaborative role that will involve working with stakeholders across different teams.

 

RESPONSIBILITIES

  • Serve as subject matter expert on revenue cycle best practices and trends impacting medical practices, federally qualified health centers (FQHCs), Article 28 facilities, and hospitals/health care systems; expertise will include but is not limited to: end-to-end revenue cycle workflows,  value-based agreements with health plans, coding conventions, changes, and regulations including but is not limited to: outpatient coding for primary and specialty care visits across care settings, population health-oriented coding (e.g. for chronic care management, transitional care management CPT-II coding for quality indicators, etc.) 
  • Stay on top of changes in regulations and have ability to translate them to practical, on-the-ground implementation
  • Develop and facilitate educational seminars, tools and trainings for  a variety of audiences, including staff from health care providers and facilities and internal DOHMH staff
  • Develop technical assistance support for practices to identify revenue improvement opportunities, assessing financial impact and performance improvement techniques for value-based, quality improvement programs
  • Review and analyze revenue cycle data from various sources, including claims data warehouse as well as individual practice-level data to assess impact and support strategic planning activities 
  • Develop and maintains up to date provider-facing billing, coding and best practice resources in NYC REACH resource library and communications 
  • Work closely with NYC REACH leadership, using a health equity lens, to identify, strategize and create billable opportunities in areas of diabetes education, behavioral health, social needs and community health
Qualifications
  • Extensive knowledge of medical terminology, medical coding (CPT, HCPCS and ICD-10 CM), and state, federal and Medicare/ Medicaid regulations
  • Minimum of five (5) years of physician practice experience, and/or experience effectively coaching physicians and medical staff in coding and documentation
  • Strong verbal/written communication skills, with emphasis on relationship building and communicating effectively with a group
  • Professional presentation and facilitation skills
  • Demonstrate ability to work independently, and collaboratively in a matrix mode; comfortable in a dynamic and rapidly changing environment
  • Experience using certified health electronic record technology (CEHRT) and practice management systems (PMS); knowledge of eClinicalWorks, MDLand, Practice Fusion a plus
  • Proficiency using Microsoft Office Suite (Excel, Word, PowerPoint, Publisher)

 

SALARY AND BENEFITS

FPHNYC offers a comprehensive benefits package. The salary range for this position is $80,000- $85,000 commensurate with experience and education.
