Summary

The employee establishes operational procedures as needed within his/her area of responsibility by recommending new operational procedures as needed for approval by the CEO.  Alternatively, the employee will work collaboratively with the CEO to establish needed operational procedures. 

  

Purpose of Position:  The COO is a member of the Executive Team, provides leadership, supervision, oversight, and management of the Agency’s continuum of integrated programs and services.  Along with the Executive Team, the COO participates in strategic planning, business planning, budgeting and problem solving.  The COO also ensures that Human Options meets or exceeds the program quality, outcomes, and financial goals within the program continuum so the organization’s mission, strategic directions, and business plan can be achieved and values animated.   They are responsible for effective risk management, the development, planning, implementation, management, supervision, budget management, and evaluation of the Human Options’ continuum programs.  The COO ensures there is an annual business plan for programs, and that the team achieves or exceeds budget and business plan targets and deliverables. They will work with the CEO to develop future business and mission impact for the Agency with a continuous drive for improvement and growth.  They will also ensure that all programs and services are in compliance with standards, funding agreements, legislation, and regulations.  The COO is committed to continuous improvement, measured results, innovation, and to what is possible. Essential Functions & Responsibilities:  

  • Advance the vision and mission of Human Options   

  • Model commitment to Human Options mission and planning for sustainable organizational future of services 

  • Ensure prudent and effective program and business planning that meets or exceeds financial, process, learning and program outcome goals 

  • Work with members of the Executive Team to create and continually represent a unified leadership perspective 

  • Work with members of the Executive Team toward maintaining a results-oriented, learning organization culture that reflects Agency values to increase positive social impact 

  

Planning & Leadership 

  • Strategic management: support the development of organizational strategy, guide the development of program strategy and indicators, and ensure the implementation of organizational and program strategy within Programs and Services with indicators 

  • Ensure, support, and facilitate program directors and managers in effective leadership of programs based on Agency mission and priorities as defined in the strategic plan 

  • Ensure assessment of community needs and program effectiveness.  Identify opportunities to increase program impact and pursue opportunities directly and/or with program directors and managers, in alignment with Executive Team. 

  • Ensures that there are annual department business plans and budgets in place that are in alignment with and advances the Human Options overall and strategic plan 

  • Develops systems and reports to monitor achievement of plan, identifying and implementing course corrections as required to ensure achievement 

  • Ensures high quality of programs: developments and implements an evaluation plan in place to assess the strengths of program and to identify areas for improvement 

  • Develops new initiatives, programs, and services to advance the mission, vision, values and Human Options theory of change  

  • Optimizes the strategic positioning of programs and services, and plays a key role ensuring the advancement of philanthropy for and within Human Options 

  • Ensures integration of programs and services throughout the Human Options service continuum 

  • Performance is satisfactory when: 

  • There is clarity on future directions for programming that strengthens the Human Options position 

  • Annual budget and business plan is in place, team members have participated in its development, and there are oversight systems to ensure its achievement 

  

Program Management 

  • Ensures the program activities operate within the organizations policies and procedures and ensures the development and implementation of organizational and departmental operational procedures 

  • Lead and work with relevant stakeholders to provide structure and support for project management. Provide oversight to track effectiveness of client intake and referrals. 

  • Ensure that program activities comply with all relevant legislation, regulations, and insurance coverage 

  • Develops and implements appropriate systems to ensure monitoring of program activities and compliance with funding agreement budgets, work schedules and outcomes 

  • Provides leadership to ensure directors and managers are delivering appropriate program record-keeping in accordance with Human Options policies and procedures, and confidentiality/privacy policies 

  • Develops dashboard, evaluation and reporting systems and metrics for roll up to CEO and roll out to demonstrate mission impact 

  • Identify and evaluate the risks associated with the program activities and take appropriate action to control the risks 

  

Financial & Management 

  • Ensures that the program operates within the approved budget, including proactive achievement of net revenue goals 

  • Ensures that each program secures adequate funding to cover direct and indirect program expenses, and that each program is fully and strategically leveraged to contributes to the overall sustainability of the Agency and maximize mission advancement 

  • Ensures the program operates within approved Human Options financial policies and procedures 

  • Monitors and approves all budgeted program expenditures 

  • ADA Job Leads and builds capacity in program directors and managers to ensures effective management of all financial and billing records 

  • Lead and work with program managers and directors to maintain positive working relationships with funders 

  • Lead and work with internal and external stakeholders to identify, assess and pursue funding opportunities to advance theory of change and program strategies  

  

Staff Supervision 

  • Works with the Executive Team and program teams to design the optimal human resource plan and strategy to deliver mission impact through programs and services 

  • Works with program managers and directors to ensure implementation of Agency human resource policies, procedures and systems. Recruits, hires, monitors, and evaluates staff and volunteers in compliance with organizational procedures and policies 

  • Ensures all staff members within department understand and are in compliance with organizational procedures, policies, and standards through orientation, training, support and supervision 

  • Supervises staff by providing regular direction, input, feedback, and coaching from a strengths-based approach 

  • Leads regular staff meetings for department managers, ensures department meetings as appropriate 

  • Provides staff with opportunities for professional and personal development 

  • Supports the implementation and achievement of the Human Options volunteer management program 

  • Supports Human Options systems relating to payroll and benefits administration 

  

Additional Duties:   

  • Advance the mission, vision and values of Human Options  

  • Support the achievement of Human Options strategic plan 

  • Serve on priority, designated community committees representing Human Options 

  • Serve/lead designated Human Options operational teams, task forces, and/or committees 

  • Nurtures and forms meaningful internal and external working relationships and partnerships, and ensures team members do so 

  • Identify and pursue opportunities for personal and professional development 

  • Additional duties as assigned by CEO 

  • Effectively supports Board Committee(s) as delegate 

  

Knowledge, Skills, and Abilities: 

  • Master’s degree in social work, social science, or equivalent combination of education and experience. Licensed clinical social worker strongly preferred.  

  • Minimum 5 years of management experience and 5+ years program experience 

  • Demonstrated knowledge in contract oversight and compliance, grant development and building partnerships to increase impact  

  • Demonstrated knowledge in public policy related to domestic violence and program development for domestic violence  

  • Demonstrated understanding of financial management, program management, evaluation and planning 

  • Demonstrated understanding and application of program theories such as trauma informed care, youth engagement, feminist anti-oppression/anti-discrimination 

  • Demonstrated competence in the core behavioral competencies outlined 

  • Demonstrated high level of computer literacy level filing drawers, or to retrieve stored items. Sit and/or stand frequently.  Use fine manipulation (hands and wrist) to operate a keyboard, take notes, complete and file reports, file and copy documents.   

 

ADA Job Characteristics: 

Work environment is primarily in an office setting. Lift and carry up to 25 pounds up to waist length, extend both arms above the head and/or reach below the waist, stoop, squat, crawl, bend the back to open lower-level filing drawers, or to retrieve stored items, climb on stools, steps and/or ladders.
