Summary

The Downtown Womens Center seeks a full-time Recovery Re-Housing Problem Solving Specialist, responsible to support Participants who are vulnerable to COVID-19 to quickly identify and access alternative housing resources by providing a rapid resolution. This position will work with Participants who have been temporarily housed through supplemental services and are either unsheltered or in other shelter settings by providing case management services, problem solving and housing navigation. This position is part of an interdisciplinary team and provides innovative services that are at the forefront of homeless services. An ideal candidate is strengths-based, communicative, flexible, and creative. This position is a member of the Community Based Housing department and reports directly to the Re-Housing Program Supervisor.

 

Essential Functions

  1. Meet each participant and learn about their dynamics, communication style, and cultural factors.
  2. Provide individualized case management services to Participants (on-site and throughout the community) using the Housing First model.
  3. Developing Housing and Services Plans, schedule appointments, and provide thorough follow up to ensure progress and needs are adequately being addressed.
  4. Support Participants with trauma-informed budgeting.
  5. Link Participants to public assistance benefits, employment programs, and free or low-cost goods/services as needed.
  6. Work to effectively meet Participants needs and resolve individual barriers through follow-up, advocacy and collaboration with DWC staff, and other community service providers.
  7. Complete CES packet (triage tool) for to determine most appropriate level of intervention.
  8. Provide financial support to Participants based on individual needs.
  9. Collaborate with Lease Up to assist Participants in locating permanent housing; and accompany participant when meeting with landlords.
  10. Develop, establish, and maintain professional working relationships with landlords and property managers, with emphasis on direct contact and negotiation with unit owners in Los Angeles County.
  11. Conduct unit inspections as required by the program policies and guidelines.
  12. Provide mediation between households and property owners/family/friends to assist in resolving housing crises.
  13. Collaborate to host landlord engagement and appreciation events.
  14. Advocate for fair housing and safe living conditions for clients.
  15. Work with newly housed clients to develop life skills and engagement with community resources.
  16. Work closely with teams to provide housing leads and support for unhoused clients
  17. Maintain accurate and timely records of activities and services provided to each Participant using HMIS/Clarity and other tracking systems.
  18. Provide crisis intervention and group facilitation as necessary.
  19. Utilize evidence-based practices in service delivery such as intensive case management, Motivational Interviewing, Harm Reduction, Critical Time Intervention, and Housing First practices.
  20. Provide regular, written reports to Program Supervisor and additional reports as assigned.
  21. Participate in quarterly peer chart reviews by providing and responding to colleague feedback and making necessary corrections in a timely manner
  22. Participate in weekly individual and group supervision, in addition to other agency meetings and trainings as required.
  23. Participate in community meetings pertaining to services benefitting Participants, and serve as a representative of DWC at community events.
  24. Ability to work independently and/or with minimal supervision, prioritize, and problem solve.
  25. Transport Participants as necessary for housing and job searches.
  26. Other duties as assigned to support the mission of the organization.

Supervisory Responsibility

This position does not have supervisory responsibilities.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets and bend or stand on a stool as necessary. The employee must also be able to operate a vehicle.

Position Type and Expected Hours of Work

This is a full-time position. Days and hours of work are Monday through Friday, 8:30am-5pm.

Travel

Regular travel throughout Los Angeles County is expected for this position.

Qualifications

Required Education and Experience 
 

  1. Preferred bachelor’s degree in social work or related field and strong knowledge of the complexity of poverty and women’s homelessness, mental illness, trauma, substance abuse, and health issues.
  2. Experience as a case manager or similar position and knowledge of community resources required
  3. Knowledgeable of housing preferred.

 

Required Knowledge/Skills/Position Qualifications

  1. Resourcefulness in locating housing (market rate rent and subsidized housing)
  2. Knowledge of Fair Housing laws, eviction prevention and experience working directly with landlords through property management, real estate or housing navigation services
  3. Excellent active listening and crisis intervention skills with ability to exercise and model good judgment.
  4. Strong knowledge of the complexity of poverty and women’s homelessness, mental illness, trauma, substance abuse, health issues, and older adults; Familiarity with permanent supportive housing model and evidence-based practices
  5. Comfort working with homeless populations and high utilizers of health and mental health services.
  6. Strong interpersonal, written and oral communication skills; proven ability to communicate with diverse audiences.
  7. Ability to manage multiple tasks and priorities, including proficiency in balancing direct service responsibilities with effective record keeping.
  8. Strong administrative skills and proficiency in Microsoft Office Suite (Word, Excel, Outlook) required.
  9. Valid California state drivers license, insurance, and use of a reliable transportation required.
  10. HMIS or other database management preferred.
  11. Oral and written fluency in Spanish and English a plus.
