Reporting to the Vice President of Planning and Development, the Planning and Development Manager will be responsible for planning and design of the capital program at the Birmingham-Shuttlesworth International Airport.  The over $100 million, five-year capital program consists of impactful capital developments such as a new air cargo facility, runway pavement strengthening, environmental assessments and the relocation of Taxiway ‘A’, among other improvements.

The Planning and Development Manager will oversee and manage the diverse array of airport development projects through planning studies, project programming and design. Planning and Development Manager will supervise the Airport Planner to assist the successful candidate in coordinating project activities, schedules, goals, etcetera, for each project.   


  • Responsible to manage, plan and direct activities to ensure that each project is designed and planned to meet the Airport’s goals and expectations
  • Supervise and guide Airport Planner
  • Programs projects that are compatible and on schedule with the Airport Master Plan, Airport Layout Plan and in conjunction with the goals of the BAA with minimal impacts to Airport Operations  
  • Manages and coordinates the activities of Planning Consultants by preparing RFQ and RFP documents, administering planning contracts, and by reviewing, inspecting, and commenting on planning and design documents and drawings submitted by Planning and Engineering Consultants
  • Maintain and update electronic Airport Layout Plan, Airport Property Map, Signage and Marking Plan, and database of Airport Noise Land
  • Manage spatial data resources including aerial photography and as-built drawings, ensure continuity with GIS application, and monitor FAA Airport GIS Program
  • Implement Noise Land Redevelopment Plan elements including the evaluation of properties needed for disposal, development, of navigational easements, and tracking of federal funds
  • Review and direct efforts in contract administration to ensure all project contracts and master service agreements meet the BAA’s standard
  • Review and direct efforts in developing Quality Control plans that ensure the success and safety of each project
  • Review and direct planning efforts for safety and phasing for each project
  • Successfully coordinate and communicate project details and impacts with BAA stakeholders and tenants
  • Reviews airport tenant projects, assuring compliance with Authority standards and operational requirements.
  • Develop effective relationships with contractors, suppliers, tenants, and consultants
  • Assist in the development of project procedures and specifications
  • Assist in the development of the project schedule
  • Assist in resolution of differences or problems
  • Develop weekly project reports and updates
  • Oversee and maintain all requirements and reporting needs through the Alabama Department of Environmental Management’s (ADEM) National Pollutant Discharge Elimination System (NPDES) General Permit maintained by the BAA


Bachelor’s Degree required in Aviation Management, Planning, Construction Management, or a closely related field. Master’s Degree Preferred. Four (4) to seven (7) years’ experience related to planning or construction administration in the aviation industry. Experience related to design and construction administration of airport infrastructure, taxiways, runways, facilities, terminals, hangars, parking structures, airfield lighting. Proficiency or strong understanding of AutoCAD and/or GIS software. Demonstrated ability to plan, coordinate, and analyze situations and make appropriate decisions. Proven ability to communicate effectively and professionally with other professionals, co-workers, airport staff, tenant personnel, consultants, contractors, and the public. Project Management Professional (PMP) certificate required, or ability to obtain PMP certification within six (6) months of hire. 



  • Strong understanding of FAA Orders and Advisory Circulars as they relate to Airport Planning, Design and Development.
  • Strong understanding of FAA Airport Planning and ACIP development.
  • Performing these duties will involve visually observing and differentiating details; making quantitative computations; preparing written reports; analyzing abstract information; Must be able to obtain and maintain security clearances.
