Reporting to the Vice President of Planning and Development, the Construction Manager will be responsible for the implementation of the construction program at the Birmingham-Shuttlesworth International Airport.  The over $100 million, five-year capital program consists of impactful capital developments such as the construction of a new air cargo facility, runway pavement strengthening and the relocation of Taxiway ‘A’, among other improvements.  

The Construction Manager will oversee and manage the diverse array of airport facility projects through design, bidding, contract award and construction.  Additionally, the Construction Manager will supervise project manager(s) to assist him/her in coordinating construction activities, schedules, cost, etc., throughout the life of each project.   


  • Responsible to manage, plan and direct activities to ensure that all project goals are accomplished on time, within budget, and according to project specifications and contract documents
  • Supervise and guide Project Manager(s)
  • Coordinates with airport management personnel to coordinate project elements and requirements
  • Responds to inquiries for information on previous and current projects and procedures
  • Manage project construction activities, ensuring Quality, Schedule, Cost, Safety, and Environmental requirements are met or exceeded
  • Reviews airport tenant projects, assuring compliance with Authority standards and operational requirements
  • Develop effective relationships with contractors, suppliers, tenants, and consultants
  • Assist in the development of project procedures and specifications
  • Assist in the development of the project budget
  • Assist in the development of the project schedule
  • Review plans and procedures to ensure that work is executed in accordance with the approved contract
  • Assist in resolution of differences or problems
  • Anticipate or minimize potential problems by maintaining current knowledge of overall site project status
  • Review project activities for conformity to all Code and Standard provisions
  • Develop weekly project reports and updates


Bachelor’s Degree required in Engineering, Construction Management, architecture, or a closely related field. Master’s Degree Preferred.  Six (6) to eight (8) years’ experience related to construction or engineering in the aviation industry. Experience related to design and construction of airport infrastructure, taxiways, runways, facilities, terminals, hangars, parking structures, airfield lighting. Proficiency with software to calculate cost/benefit analysis, cost estimation, schedule and track information and technical proficiency with Auto-cad. Demonstrated ability to plan, coordinate, and analyze situations and make appropriate decisions. Proven ability to communicate effectively and professionally with other professionals, co-workers, airport staff, tenant personnel, consultants, contractors, and the public.  Professional Engineer (PE) license in Alabama required. 



  • Strong understanding of FAA Orders and Advisory Circulars as they relate to Airport Planning, Design and Development.
  • Performing these duties will involve visually observing and differentiating details; making quantitative computations; preparing written reports; analyzing abstract information; Must be able to obtain and maintain security clearances.
