SUMMARY/OBJECTIVE:

The Director of Safety and Security is responsible for the development, implementation and evaluation of a proactive campus safety and security program that provides comprehensive public safety services to faculty, staff and students in partnership with internal and external partners; and is responsible for all personnel, operations, planning and budgetary duties for the Office of Campus Safety and Security.

 

ESSENTIAL FUNCTIONS:

  • Manage and oversee all aspects of the daily 24X7 operations of the department.
  • Conduct inspections of security personnel on the performance of their duties, by visiting each shift frequently, especially during the academic year, to include summer school.
  • Develop policies and procedures that direct and guide the daily operations of the department.
  • Formulate programs that respond to the Colleges needs in the area of law enforcement, security technology, access control, identification cards, and transportation.
  • Recruit, train, and develop a diverse security workforce that understands the value of diversity, partnership, collaboration, and customer service in delivering pro-active safety and security services to the College community.
  • Responsible for compliance with all municipal, state and federal laws, regulations and ordinances, in particular all aspects of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
  • Provide general guidance, advice and instructions to the College community concerning fire, safety and security.
  • Provide training to all Campus Security Authorities regarding their reporting responsibilities under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act.
  • Collect and maintain data necessary for the submission of the Annual Security & Fire Safety Report to the Department of Education; maintain liaison with local law enforcement (St Augustine Police Department, St Johns County Sheriffs Department, Tallahassee Community College Police Department, etc.) to obtain applicable crime statistics.
  • Annually review and update as needed of the Colleges Comprehensive Emergency Response Plan.
  • Ensure that all violations and/or breaches of the Colleges policies and regulations are promptly investigated, documented, and properly adjudicated.
  • Provide timely updates to the Vice President for Student Affairs and/or Dean of Students on critical matters that could affect life safety issues or the reputation of the College.
  • Partner with all members of the College Administration, but in particular with the departments within the Division of Student Affairs in providing a safe and secure living environment for student-residents of the Colleges residence halls.
  • Assist the staff of the Office of Residence Life in ensuring adherence to the communitys student behavior standards.
  • Participate as a member of the Colleges CARE TEAM, Safety and Risk Management Committee, and Emergency Operations Team
  • Develop a cooperative working relationship with local, state and federal law enforcement, fire and rescue, and emergency management agencies; serve as the Colleges primary liaison to those entities for safety, security and law enforcement issues affecting the College.
  • Responsible for all safety, security, traffic and crowd control measures at all College special events.
  • Direct the overall operation of the Colleges safe transportation program
  • Support the enforcement of all College policies, including, but not limited to, vehicle registration, alcohol and other drug policies in conjunction with key departments.
  • Perform additional duties and assist with special projects as assigned.

 

MINIMUM QUALIFICATIONS:

  • Bachelors degree
  • A minimum of five years experience in a supervisory/management position
  • A minimum of five years experience in the public safety field (law enforcement and/or security position)
  • A minimum of 2 years experience working in an educational setting.
  • A valid Florida drivers license
  • Basic computer literacy and skills, to include the use of Microsoft Office Suite, MS Word or equivalent, Outlook, email, etc.
  • Proven investigative skills, techniques, and experience
  • Current Basic First Aid, CPR, and AED certifications, or the ability to become certified within six months of hire


PREFERRED QUALIFICATIONS:

  • Masters degree
  • Prior experience as a police, public safety, or security supervisor/manager in a college/university environment
  • 5 years experience working at a college or university
  • A current Florida Security Class D or G License
  • Knowledge of security and safety practices in a college environment
  • Knowledge of federal laws relating to a college environment, to include HIPPA, FERPA, ADA, Clery, VAWA
  • Training/certification in the principles of the Incident Command System (ICS) and National Incident Management System (NIMS)
  • Knowledge of security and law enforcement principles and concepts of leadership and supervision; understanding of patrol officer management, standards of discipline, and team management concept

  • Ability and willingness to work various shifts as at varied outdoor and indoor venues year-round, and at times when environmental conditions are poor in terms of exposure to weather or extreme heat during normal shifts, as well as during special details and events; and available to work extended hours with little or no prior notice
  • Ability to manage departmental resources with strict attention to effective use of financial and material resources in achieving the Colleges mission
  • Present a professional, neat, and clean appearance

 

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

  • Light work: exerting up to 25 pounds of force occasionally, and/or a negligible mount of force constantly to move objects.
  • Climbing, sitting, balancing, reaching, standing, walking, lifting, repetitive motions, running, bending, squatting, kneeling, grasping and ability to communicate appropriately with students/colleagues.
  • Required to conduct foot patrols in buildings and on campus grounds for eight hours or more
  • Required to possess the ability to ascend/descend up to five flights of stairs quickly without rest to respond to routine calls and emergencies
  • Shifts may require the individual to work in adverse weather conditions.
  • Ability to detect, perceive, identify, and recognize the odor of burning materials, noxious chemicals, or other harmful odors/scents
  • Process manual dexterity to check locks, doors, windows, fire alarm pull stations, burglar and trouble alarm system control panels, etc.
  • Shifts run all hours of the day/night and do include working on Holidays. May be schedule to work for special events or extended shifts with little or no prior notice.
