LIHEAP (Fuel Assistance) Intake/Certifier

Job Summary:

The Intake/Certifier reviews clients' applications for accuracy and completeness.  This position verifies that the client meet all program requirements and certifies the application for appropriate level of assistance.  Answer phones as needed, when needed making file folders and filing applications, assist in clerical duties in the daily operation of the program and perform general duties as required. Employee may be scheduled for alternative hours on Thursday evenings and Saturdays.

Essential Functions/Key Responsibilities:

  • Interviewing new clients by appointment.
  • Reviewing completed applications to determine if any mistakes have been made.
  • Checking to make sure guidance is followed or typographical errors have occurred.
  • Making sure all documentation has been date stamped, reviewing comment section of every application. Matching documentation that is mailed in to process incomplete applications.
  • Process matched applications, obtaining confidential information on income, social security numbers. Establishing income eligibility calculations into the computer system and verifying all documentation needed to complete a review.
  • Responsible for compiling and entering accurate client documentation in accordance with the Department of Housing and Community Development, LIHEAP Administrative Guidance.
  • Processing emergency applications, processing appeals, filing applications, sending outgoing mail.
  • Other duties as assigned based on the needs of the program.  

Skills & Qualifications:          

  • High School Diploma or GED Required.
  • Must be people-oriented, good interpersonal and telephone skills, manners, written and verbal communication skills. 
  • Must have experience in general office procedures, experience in social services preferred, ability to learn and perform all program operations.
  • Bilingual (English/Spanish) preferred.
  • Must have a suitable CORI & SORI completed within the first thirty (30) days of employment.

Supervisory Responsibility:  None

Travel:  May be required.

Physical Demands: This job regularly requires the employee to sit, walk and stand as well as use hands repetitively to handle or operate standard office equipment. The employee is occasionally required to kneel, crouch, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.

Work Environment: This job operates in a professional office environment and uses standard office equipment, such as computers, phones, photocopiers, filing cabinets, fax machines.
