Job Qualifications and Responsibilities

The Strategic Research Associate for Telecommunications Policy will conduct research, analysis, and outreach in support of CWA’s telecommunications policy program and Build Broadband Better campaign, an initiative to bring universal, affordable high-speed broadband to all Americans and to support union jobs in the industry.


  1. Provide background and analysis on communications policy issues relevant to CWA.
  2. Assist in development of programmatic responses to developments in communications policy.
  3. Work with CWA staff and leaders in support of campaigns.
  4. Mentor other researchers in policy research and strategy.
  5. Report to the CWA Research Director and work collaboratively with the telecom policy team and CWA locals and districts.


  1. Monitor and provide analysis on communications policy issues that come before the Federal Communications Commission, National Telecommunications and Information Administration, Congress, state regulatory agencies, state legislatures, and local governments.
  2. Collaborate with CWA leadership and allies to develop pro-worker policy positions on emerging issues in telecommunications and broadband policy.
  3. Prepare testimony and formal comments for submission to federal and state agencies.
  4. Develop reports, policy briefs, fact sheets, presentations, briefing papers, and leaflets on communications policy issues for CWA leaders, members, the public, press, and policymakers.
  5. Represent CWA in meetings with coalition partners, government officials, and industry representatives.
  6. Coordinate briefings and outreach events.
  7. Assist with blog for and the Speed Matters facebook page.
  8. Respond to media inquiries as necessary.
  9. Other duties, as assigned.

Job Qualifications:

  1. Master’s or J.D. degree in a relevant field (e.g., economics, public policy, communications, finance, law, social sciences) plus relevant professional work experience, OR a Bachelor’s degree and 3+ years of relevant experience.
  2. Excellent writing and communication skills, including ability to write near-final research reports, regulatory comments, and campaign communications.
  3. Familiarity with communications policy issues and ability to identify and understand communications policy positions that advance CWA goals.
  4. Strong quantitative and analytical skills, including ability to collate and analyze industry data.
  5. Ability to manage multiple tasks, including industry research projects, report developments, and weekly blog posting.
  6. Ability to work collaboratively with team members, allies, CWA staff, and union members to solve problems, resolve conflicts, and advance CWA’s mission.
  7. Commitment to the labor movement and progressive, democratic principles is essential.

Job Specifications:

  1. Report to the CWA Research Director.
  2. Wages: $68,344 to $118,505 annually depending on experience and qualifications.
  3. Benefits and other terms as per described in the Memorandum of Agreement.
  4. The position is covered by The Guild contract with CWA.
