SUMMARY: Perform a variety of duties in the enforcement of laws and the prevention of crimes. Control traffic flow and enforce State and local traffic regulations.  Perform a variety of technical and administrative tasks in support of the Police Department.

SUPERVISORY RESPONSIBILITIES:  Receives general supervision from higher level supervisory and management staff.   This job has no supervisory responsibilities. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:  The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Patrol a designated area of the City to preserve law and order, discover and prevent the commission of crimes, and enforce traffic and other laws and ordinances; check buildings for physical security.
  • Respond to burglar alarms, public service calls and complaints including domestic disturbances, civil complaints, property control, automobile accidents, robberies, and related misdemeanor and felony incidents.
  • Collect, process, photograph and present evidence including fingerprints, fibers, blood and related physical evidence. Testify to the results of analyses on evidence.
  • Enforce traffic laws and ordinances; check speed with radar; issue warnings and citations; investigate traffic accidents; render aid to injured parties.
  • Interview suspects, victims, and witnesses in the field.
  • Prepare reports on arrests and other calls for service completed.
  • Arrest and maintain custody of prisoners; conduct breathalyzer tests and record results; booking of arrestees.  
  • Serve warrants, summonses, and subpoenas.
  • Preserve and maintain custody and security of confiscated property. 
  • Direct traffic at special events and traffic related emergency situations.

 
OTHER DUTIES AND RESPONSIBILITIES:

  • Provide public education; make presentations to local citizens, schools and community groups.
  • Testify in City, State, and Federal court proceedings.
  • Assist in supervising community service officers.
  • Attend department-sponsored training.
  • Perform other duties and responsibilities as required.

    The requirements listed below are representative of the knowledge, skills, and abilities required to perform the necessary functions of this position.

    KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of police methods and procedures including patrol, crime prevention, traffic control, investigation and identification techniques.
  • Knowledge of and ability to interpret and apply pertinent local, state and federal laws.
  • Knowledge of criminal law and criminal procedure as it pertains to apprehension, arrest and custody of persons committing misdemeanors and felonies, including rules of evidence pertaining to the seizure and preservation of evidence.
  • Knowledge of first aid principles and infectious disease exposure practices.
  • Knowledge and skills in self-defense tactics.
  • Knowledge of interviewing and interrogation techniques.
  • Knowledge of and ability to use technology that supports law enforcement practices and programs.
  • Skills to use and properly care for firearms.
  • Skills to prepare clear, accurate and grammatically correct written reports.
  • Skills to analyze situations quickly and objectively to determine and take emergency action.
  • Ability to identify potential crime situations or traffic hazards and take preventative action.
  • Ability to maintain a high level of confidentiality.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to establish and maintain cooperative working relationships. 
  • Ability to effectively deal with personal danger during the performance of assigned duties and responsibilities.
  • Ability to exercise sound judgement and rational thinking under dangerous circumstances while choosing an appropriate and reasonable course of action.
  • DISQUALIFICATIONS:

  • Felony or domestic violence conviction.
  • Dishonorable discharge from military service.
  • EDUCATION AND EXPERIENCE:   

  • High School diploma or equivalent.
  •  Per the Civil Service Rules and Regulations;
  • Be a citizen of the United States and after employment reside in the City of Cheyenne, or a reasonable distance (ten miles) therefrom, within the State of Wyoming.
  • Have the ability to speak, read, and write the English language readily and understandably.
  • Be of good moral character, reputation, and personality.
  • Be of good health with average intelligence and general knowledge.
  • Be financially responsible and free of serious criminal record.
  • Be not less than 21 years of age at the time employment offer is tendered.
  • Be of body weight proportional to body height.
  • Have at least a high school or equivalent education.
  • Be capable of strenuous physical activity and, in the opinion of a physician selected by the Commission, have no serious physical defects likely to prevent strenuous physical activity during the twenty (20) years subsequent to employment; have eyesight in each eye corrected to 20/20 Snellen; have no hearing deficiency, and have a thumb and either a forefinger or middle finger on each hand.
  • Indicate mature judgement, emotional stability and an aptitude for police work.
  • Have a valid driver’s license from any state.  
  •  CERTIFICATES, LICENSES, REGISTRATIONS:  Possession of, or ability to obtain, an appropriate, valid professional police officer certificate.

    WORKING ENVIRONMENT: Emergency peace control environment. Travel from site to site.  Exposure to potentially hostile environments.

    PHYSICAL DEMANDS: Maintain physical condition appropriate to the performance of assigned duties and  responsibilities which may include sitting, standing, or walking for extended periods of time; operating assigned office equipment; strenuous physical activity; operation of motorized equipment; discharging of firearms. Maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating assigned equipment. Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities. This is safety sensitive position and is subject to random drug and alcohol testing.
